    Abstract:   長期以來校園內一再傳出管教紛爭,教育當局除強調「友善校園」外,也一再表示要加強「法治教育」;而這幾年來「校園霸凌」問題逐漸受到各界的重視。本研究旨在探討跨組織在推動校園霸凌防制教育中,應與中等學校之間建立何種協力關係,其執行層面上,應秉持何種原則與作為,才能達到有效防制的目的,再從現階段高中職校在校園霸凌防制教育推動之各種層面,來分析現階段校園霸凌防制教育良窳之各種因素。學校與跨組織在推動校園霸凌防制教育之間的關係以及針對學校與跨組織在推動校園霸凌防制教育組織合作之架構進行初步之探討。藉由選取嘉義縣私立協同中學、台南市國立新化高工及宜蘭縣國立頭城家商等三所高中職校,本研究透過訪談來蒐集資料並且針對跨組織參與校園霸凌防制教育的合作架構的前置因素、干預因素、情境因素、反應現象、互動關係及策略等構面進行分析。研究結果顯示策略中尤以警民協力模式在校園霸凌防制教育扮演較為重要之角色,其合作及聯繫程度之好壞,對於校園霸凌防制有較顯著之影響。
      Discipline disputes occur repeatedly and consistently on school campuses. Thus, education authorities are not only emphasizing the concept of a “friendly campus,” but also aim to enhance a “rule of law education.” In recent years, the issue of bullying in school has attracted substantial attention. This study to explore the inter-organizational promotion of school bullying prevention education, we investigated the type of collaborative relationship that should be established with junior high schools, as well as the principles and activities that must be implemented to effectively prevent school bullying. We also analyzed the effectiveness of various strategies currently adopted by high schools/vocational schools to promote bullying prevention education. Then, we conducted a preliminary investigation of the relationship and organizational cooperative framework that exists between schools and inter-organizations when promoting bullying prevention education. We selected 3 vocational high schools, namely, Concordia Middle School, National Hsin Hua Industrial Vocational High School, and National Tou Cheng Home Economics and Commercial Vocational High School, and conducted interviews to collect data for analyzing the cooperative framework adopted by inter-organizations participating in bullying prevention education. We explored various dimensions such as the antecedents, intervening factors, situational factors, reaction phenomenon, interactive relationships, and strategies. The results show that the strategies of the police-civilian collaborative model have a crucial role in bullying prevention education. Cooperation and the degree of contact among members of this collaborative model have a significant effect on the prevention of school bullying.
