本研究以四個聽語障礙福利社團為研究對象,主要研究目的有三:一、瞭解內部因素如何影響聽語障礙福利社團的治理結構與功能;二、瞭解外部因素如何影響聽語障礙福利社團的治理結構與功能;三、聽語障礙福利社團面臨的治理挑戰為何。 為達上述研究目的,採用文獻分析法及深度訪談法,藉由選取社團法人高雄市聾人協進會、社團法人中華民國啟聰協進會、社團法人高雄市聲暉協會、社團法人中華民國聾人協會等四個聽語障礙福利社團,訪問具有代表性的四位主要受訪者後,獲取豐富寶貴的資料,再經過資料的處理與分析後,獲得以下結論:理監事會有可能因為內部結構特質的不同,如聽語障礙、教育程度、職業類別、輔助單位的設置等,而有不同的治理型態與模式。外部因素有資金的招募、組織活動宣導、志工招募、社會服務方案、政府資金補助等,也因為理監事會功能的發揮與否有顯著的影響。 Four non-profit hearing and speech impaired welfare associations have been chosen for this research study. There are 3 major research objectives in this study: 1) How internal factors of the specific welfare association could influence its structure and functionality in terms of operation. 2)Try to understand external factors could influence its structure and functionality in terms of operation. 3)What could be the operation challenging ahead that the specific welfare association is facing. To meet these research objectives, with existing document analyzing and intense interview methods, also selecting 4 different hearing and speech impaired welfare associations (Kaohsiung Deaf Association, Chinese Deaf Association, Kaohsiung Association for the Deaf and Hard of Hearing Welfare, and National Association of the Deaf in the Republic of China) that meet this research field, 4 representatives been interviewed with great feedback and information. After carefully filtering interview material, brief summary and conclusion have been made: there would be different operation style and model due to internal association structure differences such as: level of deaf, education background, career difference, set up of the supporting unit, etc. The directors board will strongly influence the external factors that might affect the association such as : fund raising, organization activity, attracting volunteers, special social projects, government funding support, etc.
