    Abstract:   本研究旨在瞭解《環境教育法》在校園中的執行現況、實施成效與所面臨的問題,並歸納研究成果,研擬具體可行的建議與策略,提供國內環境保護與教育主管機關未來規劃或修正《環境教育法》之參考,據以提升環境教育的品質。   為達上述目的,本研究根據教育政策執行力理論模式,先以學校之教職員工為主要研究對象進行問卷調查,探討《環境教育法》在校園之實施現況與成效,接著,由文獻探討並參照調查問卷結果再以學校環境教育指定人員為對象進行訪談工作,以深入瞭解《環境教育法》對環境教育可能的影響,並得知受訪者對《環境教育法》的觀點及建議。本研究歸納結論如下:一、教職員工對「環境教育」之認同度高,對《環境教育法》內涵卻不甚瞭解,政策宣導仍有待加強。二、教職員工在接受環境教育後,在各方面皆有正向的改變,顯著情況依序為「態度」、「行動」與「認知」。三、現行《環境教育法》執行困境在於推動組織與指定人員之規範未完善、實施計畫與過程無有效控管、財物的支援亦欠缺等因素上。   本研究依研究結果,建議上級行政機關對於《環境教育法》的推動需再加強宣導,且應配合環境汙染防治政策的落實,再加以財物與專業上的支援以提升環境教育實質內容與情境,並落實各校環境教育實施成效的評估與查核,才能確保《環境教育法》之有效執行。
      The study aims to understand how effective the Environmental Education Act has been implemented on campus currently and the problems it has encountered; besides, in order to improve the quality of environmental education, the findings of the study have been analyzed and some practicable suggestions have been made for future reference of the education protection and educational administration concerned.   Based on the education execution theory, the study first discovers how the Environmental Education Act has been practiced on campus through questionnaire targeting the faculty and teaching staff, followed by the literature review and interview conducted with school environmental education appointees. The study has been concluded as follows:1.The faculty and teaching staff acknowledges the importance of environmental education, but have little understanding of the Environmental Education Act. More proclamation is needed.2.After the faculty and teaching staff was instructed on the environmental education, positive changes were observed in their attitude, action and awareness, relatively.3.The implementation of the Environmental Education Act is hindered by lack of obligation and regulation on the proponents or appointees, ineffectiveness of practice and progress, along with lack of the financial support.   Based on the findings of the study, it is advised that the administration of higher hierarchy play a more active role on the advocacy of Environmental Education Act. The effective execution of Environmental Education Act lies on the enforcement of the policy of pollution prevention, necessary financial and professional support, and regular and thorough evaluation and inspection on the execution of environmental education on campus
