    摘要:   本研究旨在探討臺中市的國民小學學校午餐選擇自辦與公辦民營方式,在實施學校午餐時的困境及改進方法。本研究採問卷調查法,以臺中市之公立國民小學自辦與公辦民營午餐秘書為問卷填答對象,所有問卷寄出共計109份,回收問卷共計86份,回收率達78.9%。根據資料分析結果,本研究主要獲致以下結論:一、午餐秘書以教師兼任為主,承辦事務繁雜且責任重大,兼任意願偏低,異動過於頻繁,難以累積經驗,無助於學校午餐的實施。二、自辦學校各校廚工從薪資不一、工作內容、工作時數、寒暑假未支薪…等因素不同,相互比較後易造成學校管理上的困難。三、自辦學校中有36.4%比例的午餐秘書認為未來改採公辦民營方式經營的可能性極高。四、在經費及設備方面,因辦理需求不同,自辦學校認為「上級單位補助午餐經費太少」,而公辦民營則認為「未編列午餐設備充實及維修預算」最為困擾。   本研究提出下列幾項建議,以供教育行政機關、辦理學校參考:一、對教育行政機關的建議(一)午餐秘書由具營養衛生專業知能人員擔任,提高專業形象。(二)午餐秘書納入學校行政組長編制,給予加級,提高接辦工作意願。(三)降低營養師配置門檻,提升學校午餐的品質。(四)降低廚工學生人數比,維持工作品質與效率。(五)以「中央廚房」方式辦理,提高「供應他校」比例,拒絕午餐漲價。(六)寬列午餐各項補助經費,提高午餐辦理績效二、對學校的建議(一)有效運用人力資源,減輕教師教學負擔(二)審慎評估學校午餐經營模式,創造學校承辦責任最小;家長負擔最輕;學生獲益最大的目標。
      This study aims to investigate the national elementary schools in Taichung City in the self-management mode and the private management of public mode when implementing the School Lunch Program. It strives to figure out the plights and improvement orientations of the program. With the questionnaire survey method, this research takes lunch secretaries of Taichung national elementary schools in both running modes as research subjects. Out of the 109 questionnaires mailed to subjects, 86 valid ones are retrieved, creating a retrieval rate as high as 78.9 %. According to the statistic analysis, this research draws the following conclusions: 1) Most lunch secretaries are teachers working on a part-time basis. With various responsibilities to take on, they demonstrate low intention in doing the job, leading to frequent staff changes on the position and inadequate work experience growth, which hinders the school lunch program.2) Those schools in the self-management mode show differences in such factors as cooks’ salary, work duties, work hours, paid or unpaid summer and winter vacations. After comparing with each other, they tend to bring about school administration problems.3) Those schools in the self-management mode, 36.4% of the lunch secretaries prefer a highly possible tendency to the private management of public mode in the future.4) In respect of funds and facilities, with varied operating requirements, schools in the self-management mode maintain that they obtain rather limited financial support from superior authorities on the launch program, while schools in the private management of public mode are most vexed with inadequate budget for lunch equipment enrichment and maintenance.   This study puts forward a couple of suggestions below for the reference of related education administrative agencies and school authorities:1. Suggestions for education administrative agenciesA. Endeavor to promote a professional image by appointing lunch secretaries who are well-informed in nutrition and health care. B. Introduce lunch secretaries into the school administration quota and assign them with administrative levels to boost their intention in taking the position.C. Lower down the requirements for having a nutritionist to promote school lunch quality.D. Bring down the cook to student ratio to maintain the work quality and efficiency.E. Encourage the Central Kitchen method, increase the proportion of supplying other schools and avoid lunch price rises. F. Add an array of lunch subsidies into budget for a better performance of the lunch program.2. Suggestion for school authoritiesA. Make effective use of human resources and relieve teachers’ work load.B. Cautiously evaluate the school lunch operating mode and seek for goals of the least operating responsibilities on the school side, the lightest burden on the parents side, and the utmost benefits on the students side.
