我國於 2007 年 7 月修正公布了「身心障礙者權益保障法」,改採世界衛生組織(World Health Organization,簡稱WHO)之「國際健康功能與身心障礙分類系統」(International Classification of Functioning, Disability and Health,簡稱ICF),身心障礙類別由十六類改成八大類身心功能障礙。不僅障礙類別的改變,身心障礙鑑定由醫生一人改採專業團隊評估,並經需求評估後才能享有相關福利服務。台灣身心障礙者福利服務已施行30多年,面對此一重大變革,台中市政府如何透過政策行銷順利推動此一政策,是本論文欲探討之重點。 本論文探討ICF鑑定新制對標的團體相關福利與權益的影響、台中市政府如何透過政策行銷推動身心障礙鑑定與需求評估新制並增強相關部門溝通、協調與合作以提升政策績效,透過文獻探討及深度訪談分析,以瞭解ICF鑑定新制在政策行銷過程中之問題與困境。 筆者透過研究資料發現其執行之問題與困境,故提供執行單位以下之建議:一、政策與國際接軌,預算也要能與福利服務同步,並運用統計資料規劃福利服務二、強化內部人員政策行銷專業知識,政策行銷仍需持續推動三、實施利害關係人分析,進行市場區隔後再推動政策行銷四、訂定政策行銷成效目標 Adopting the International Classification of Functioning, Disability and Health (ICF) approved by World Health Organization (WHO), the “Taiwanese People with Disabilities Rights Protection Act” was amended, renamed and promulgated on July 11, 2007 . Disability classification was altered to 8 types from 16 types. In addition, disability certification is not to be granted by a medical doctor but also by a professional team, and the benefits and service one can receive was based on needs assessment , offered. The paper focuses on how the Taichung government successfully carried out the disability certification policy through policy marketing . The research includes examining the impact on the Welfare and Services Changes for the Disability after adopting ICF, and how the policy marketing was applied for disability certification of ICF in Taichung government. This study showed that through policy marketing the Taichung government improved communication and collaboration between different departments to promote policy performance. By literature review and in-depth interviews, this study has gained understanding in the process and difficulties of policy marketing of disability certification of ICF in Taichung. This study revealed the problems and difficulties during the implementation of policy marketing, and provided suggestions to the government.
