    Abstract:   本研究檢視國內《中國時報》、《自由時報》、《聯合報》與《蘋果日報》等四大報於八八水災期間報導國軍救災表現的相關新聞,希冀從中了解報紙負面新聞之原因,以作為未來國軍面對類似問題之參考。研究發現政治立場不同的報紙,有不同的報導觀點,即《自由時報》有較多的負面新聞,而《聯合報》的負面報導則較少。《蘋果日報》習慣採用聳動手法報導,並沒有較多的負面新聞。另外,各大報甚少引用國軍對大眾所作的澄清新聞稿或記者會資料,顯示國軍公佈之新聞稿無法扭轉報紙看法,以致救災評價低落。
      The thesis analyses those reports regarding R.O.C military’s disaster relief efforts during the 88 flood from four major Taiwanese newspapers: China Times, United Daily, Liberty Times, and Apple Daily. Overall, different political attitudes do affect the judgments of newspapers. The pro-Green Liberty Times delivers the strongest critiques while the pro-Blue United Daily delivers the highest praise. In addition, contrary to conventional wisdom, Apple Daily’s provocative style does not affect its judgment. The materials provided by the military are poorly organized and are rarely cited by four major newspapers, which indicated that there is much has to be improved in military’s public relations efforts.
