    摘要:   對於以公務人員普通考試(或相當等級之考試)以下之各種國家考試,而進入公務體系任職的委任公務人員,參加晉升薦任官等考試及訓練是其公務生涯必須面對的課題,這攸關著公務人員官等之晉升與薪資之增加,意義十分重大。   雖然「公務人員升官等考試法」及「委任公務人員晉升薦任官等訓練辦法」等相關法規條文清晰明確,但實際上欲取得升官等考試或訓練之資格,在實務作業上卻有許多枝微末節,需要特別加以注意,若未通盤瞭解,恐會輕忽或損失自身權益,並影響其公職生涯的發展。   本研究的目的,即在分析委任公務人員晉升薦任官等制度之各種課題,使公務人員對於本制度更深入瞭解,並加以解析取得委任晉升薦任官等應具備什麼資格、應累積那些積分,做明確的指引與分析,使得欲晉升薦任官等的委任公務人員,不再被法規條文的表面誤導而無所適從,而能以最有利、最快速的方式取得委任官等晉升薦任官等資格,於獲得尊榮感及自我實現的情形之下,繼續戳力公職,為國為民貢獻心力。
      For the government officials who pass the Civil Service Junior Examination (or equivalent level examination) and enter the government service system, they should participate in the promotion examination and training in order to increase their salary and the positions.   The laws and articles of「Civil Service Promotion Examination Act」and「Regulations for Training for Promotion from Elementary Rank to Junior Rank」are very clear and definite. But in acquiring the qualifications for promotion examination or training, there are a lot of details in practical operations which need further attention and should be investigated carefully. If they don’t understand comprehensively, it may cause neglecting or losses and affect the development of their public service career.   The purpose of this study is to analyze a variety of topics of Junior Grade Promote Assistant Grade, hoping public officials will understand the system completely and resolve to obtain the qualifications of promotion nominates. All government officials should have clear guidelines about the regulations and will no longer be misled by the surface of the articles. Instead, the most favorable, the fastest way to obtain the appointment for promotion qualifications will reinforce the government officials to serve the country and the people.
