    Abstract:   在五一二大地震發生之後,我國許多非政府組織投入人道救援的工作,以協助四川大地震倖存者早日重建家園,恢復其生活的機能。雖然助人者直接目睹災難後的慘況與面對憤怒或失落的倖存者,從五一二四川大地震的救援經驗中使我們對非政府組織的救援行為加以肯定及重視,本研究試圖從非政府組織人道救援行動中四個重要相關議題:資訊傳播、人力動員協調與聯盟合作、賑災款項管理及與大陸政府的互動關係進行非政府組織人道救援行為的探討;為了使研究結果能切合人道救援的需求,本研究以五一二四川大地震作為研究標的,並以此震災中我國兩個具指標性的組織作為研究個案。在研究結論中以上述四大議題進行結果檢視,希冀研究所提出之建議,能對未來我國非政府組織的人道救援有正面積極之貢獻。   本研究採深度訪談的方式,以法鼓山基金會和慈濟功德會兩個非政府組織為研究對象,探討參與人道救援的經驗和對救援狀況的因應方式。
      After five hundred and twelve large earthquake, many of our NGO input humanitarian work to assist survivors of the Sichuan earthquake rebuild their homes as soon as possible, restore the function of their lives. To help others who directly witnessed the plight of the disaster and the survivors of the face of anger or loss, from the experience of five hundred and twelve great Sichuan earthquake rescue manipulation we rescue behavior of the NGO to be recognized and the importance of this study attempts from non-governmental organizations, humanitarian relief operations in the four key issues: the dissemination of information, coordination of manpower mobilization and alliances, management of disaster relief funds and explore the interactive relationship with the mainland government's NGO humanitarian behavior; order to make the research results will meet the humanitarian the needs of this study as a research subject of five hundred twelve Sichuan earthquake, and earthquake the two with the organization of the indicator as a case study. The conclusion of the study results to view the above four issues, in the hope of the proposed recommendations can have a positive contribution to the future of NGO humanitarian.   This study adopted the way of depth interviews, Dharma Drum Mountain Foundation and the Tzu Chi Foundation NGO objects to study the experience of participating in humanitarian relief and rescue situation coping.
