    Abstract:   本研究的目的為探討扁政府時期與馬政府時期中共對台政策。在理論上,本研究採用理性決策模型與軟實力論,對扁、馬政府時期的中共對台政策加以分析並比較,本論文採取歷史研究途徑與文獻分析法,系統性加以蒐整相關之資料。本研究發現,中共對台政策是朝向理性的方向發展,同時;在胡錦濤主政後,中共對台政採取了西方軟實力的概念,透過經貿交流對台灣施展其軟實力。中共的新策略已然造成台灣對大陸經濟依賴的不斷加深,並對台灣的執政者產生日益嚴重的政治談判壓力。
      The purpose of the thesis is to study the PRC’s Taiwan policies during the Chen Shui-Bian government and Ma Ying-Jeou Government. Theoretically, by adopting the rational actor model and soft power theory, this study tries to analyze and compare the PRC’s policies toward Taiwan during the Chen and Ma government. By using the historical research approach and document analysis method, this research collects the related data systematically. The author found that the orientation of the PRC’s Taiwan policies is rational. Meanwhile, after Hu Jing-Taou’s taking power in China, the PRC government absorbs the concept of soft power developed by western scholar, and applies soft power in its Taiwan policies by way of economic means. The PRC’s new strategies toward Taiwan have deepened Taiwan’s reliance on Mainland China economically. Beijing’s new strategies also put more pressure on Taipei’s political leader to launch political negotiations with Beijing.
