Abstract:	「歐洲」從早先的希臘時期開始，就不斷地在尋找適合自己的態貌，這樣的態貌也兼容內化了希臘、羅馬等地中海文明，並融合了多元的宗教和民族文化色彩。而近代談起的歐洲，更被連結上「自由」、「文明」、「民主」等概念。本文主要藉由歐盟東擴的發展進程，分析研究歐洲聯盟在擴大當中本身的民族認同意向，與擴大之對象－東歐國家間民族認同的形塑演進，論述並比較兩者間民族認同建構趨勢和問題。並且從區域化的觀點，就當今台灣對於兩岸之間的民族認同層次和可能形塑之處，以及對發展東亞或亞太區域聯盟上，區域性民族認同建構的可能性及問題做一思考。筆者欲將歐洲聯盟在東擴行動上及東歐國家在加入歐盟過程中之共同信念發展，所產生的民族認同與形塑一併作觀察研究，期望能提供台灣在國家當前政策發展上的一些啟示或可供努力之方向。此外，本文亦從文化的角度和層面，兼論人類社會發展上認同的建構，對區域間統合存在的必定重要之影響力。歐洲統合之父莫內(Jean Monnet)曾經說過：「若歐洲共同體能重新開始，吾人將由文化著手」。人類的社會發展是塑造一個文化的歷程最為重要的，人類的本質也被定義成文化的參與程度。而人類的文化參與，通常依據文化或是種族的「認同」（identity），如今，歐洲聯盟所領導的歐洲在統合過程中，積極關於文化政策的擬定、推動和執行更是無庸置疑。因此，在人類社會發展中所建構存在的文化認同力量和影響也是本文欲探究的重點。　　＂Europe＂ since ancient Greek times, been looking for their own state appearance, and also compatible with this state appearance of the Mediterranean civilization of Greece, Rome, and the integration of diverse religions and ethnic and cultural features. In this paper, by the development of the EU enlargement process, the analysis in the expansion of which the national identity of intention to study the EU, the evolution and expansion of the object - the shaping of national identity among the Eastern European countries, discussed and between ethnic identity construction trends and problem. And from the point of view of the regionalization, today Taiwan's national identity between the two sides level and may be shaped at the possibility of construction and development of the Union of East Asia or the Asia-Pacific region, regional, national identity and the problem of thinking. Author wishing to EU eastward expansion on the development of common belief of the Eastern European countries in the process of accession to the EU, national identity and shape together to make the observational study, hope to provide Taiwan with some enlightenment on the country's current policy development or available to the efforts of the direction. Moreover, from a cultural perspective and dimension, On the construction of identity in the development of human society on inter-regional integration must be of influence. The father of European integration Monnet Jean Monnet once said: ＂If the European Community can start again, I will be cultural proceed. The development of human society is shaping a cultural history of the most important, human nature is defined as the extent of cultural participation. Culture of human involvement, usually based on cultural or ethnic identity (identity), the EU leadership in the integration process in Europe, and actively about the formulation of cultural policies to promote and implement more no doubt. Therefore, constructed by the existence of the cultural identity of power and influence is also this article wishes to explore the focus in the development of human society.
