Abstract:	本研究是以2009年雲林縣長選舉，民進黨所提名的縣長候選人蘇治芬為研究個案。主要了解以現任者身分參選的蘇治芬，在這屆雲林縣長選舉中，是如何規劃與執行其競選策略，並分析其選舉結果的原因。　　　本研究基於以下五點研究目的：一、蘇治芬陣營是如何擬定與執行其競選策略？二、對於外在環境的影響，蘇治芬陣營是否有調整其競選策略之必要？三、在這屆雲林縣長選舉中，蘇治芬是否擁有現任者優勢？四、從這屆雲林縣長選舉結果，探討蘇治芬之競選策略是否成功？五、經過這次的縣長選舉之後，雲林縣是否有可能藍天變綠地？試圖探討蘇治芬在競選期間，對於內外部環境因素、競選策略之制定、競選策略之執行、選情的評估與修正，到最後的選舉結果。　　　本研究主要針對蘇治芬競選策略的制定與執行內容進行分析與探討，最後則探討連任成功的原因，並再次檢證其競選策略。最後本研究發現，最主要影響最後選舉結果的因素，為張麗善的退選，即為「外部環境因素」。然而「外部環境因素」不僅影響了選舉的走向，也影響了蘇治芬修正自己的競選策略。　　The study takes Zhi Fen Su, the candidate nominated by Democratic Progressive Party, who ran for Yunlin County’s 2009 County Magistrate Election as the case study. The study attempts to understand that how Ms. Su, as an incumbent magistrate, managed and executed her campaign strategies in the election and finally to foster an analysis on the result of the campaign.　　　The five objectives on which the study bases are as follows: 1. How Ms. Su planned and carried them out her campaign strategies in the election. 2. As for external factors, was it necessary for Ms. Su and her camp to modify the campaign strategies? 3. Did Ms. Su have an edge in the campaign as an incumbent magistrate? 4. Viewing from the result of the election, did Ms. Su’s campaign strategies work? 5. After this election, is possible for KMT to win DPP at Yunlin County in the future? The study intends to discuss internal and external factors, the making of campaign strategies and their execution, evaluation and revision of the vote, and the final result.　　　The study mainly focuses on discussing and analyzing the campaign strategies deployed by Ms. Su in the election, and at last, by reexamining her campaign strategies, figuring the factors that can be attributed to her election success. As the study finds out, the main factor that changed the election is Li Shan Zhang’s withdrawing from the election, which can be regarded as an external factor. It not only wielded an influence in the campaign, but also made Ms. Su revise her strategies accordingly
