摘要:	人類目前正在經歷一場氣候變遷帶來的浩劫，極端氣候的常態化，面臨的是水、旱災越趨頻繁。國際組織IPCC提出兩種因應對策：一、調適（adaptation）二、減緩（mitigation）策略。前者要我們學習與自然共生，後者則需要我們透過政策，在產業發展的結構上進行調整，以順應自然環境的變化。　　　自從屏東沿海的養殖漁業遭受莫拉克颱風的侵襲後，屏東縣府即積極協助業者復養，或將之轉型成綠能產業，以維持業者生計。此次嚴重災害的發生，來自於極端氣候帶來的大量雨量，將山上的土石沖刷下來，加上地方政府的管理失責，以致林邊溪堤防潰堤，因而波及兩岸的養殖業者。目前屏東縣政府已將林邊溪堤防整治完成，未來並思考如何回應氣候改變帶來的挑戰。　　　本研究以永續發展三生一體為基本核心觀念，論述其產業於政策發展的同時，如何兼顧環境保育。首先藉由訪談當地業者，了解業者對政府在林邊溪整治措施的滿意情形及目前復養現況，以完成初級資料的收集。接著描述政府如何將生態、生活與生產之概念發展政策，最後以永續發展三生一體的角度給予相關的建議。　　We are experiencing the disaster caused by the climate change. The extreme climate gets common, so we face the floods and droughts more and more often. Therefore, IPPC proposes two methods to deal with the problem, one is adaptation, and the other is mitigation. The former means we have to learn how to coexist with nature; the latter requires us to adapt the change of nature by adjusting the industrial structure through policies.　　　Since the serious damage on Pingtung’s coastal aquaculturer caused by Typhoon Morakot, Pingtung County Government has actively started to help the fish farmers. They are encourgaed to re-breed the fishes or to transform into Green Energy Industry in order to earn a living. The serious damage came from the extreme climate. The heavy rain after the typhoon flushed down the sand and mud, and the mismanagement of the government caused the burst of the dikes, too. The both factors influecd the aquaculturer near the banks of the river. Now the local government has strenghtened the dikes of the Lin Bian Stream and started to think how to respond to the challenge from the climate.　　　This research is based on a view of the sustainable development and the life ecology production, I’ll discuss how the aquaculturer takes environmetal protection into consideration when developing their business. First, by interviewing the locals to understand the satisfaction of the re-establishment of the Lin Bian Stream, and the situations of the re-breeding, both of which are for the propaedeutic. Furthermore, I’ll report how our governmnet puts the concepts of life,production and eclolgy functions in the Chaozhou Artificial Lake Plan, and then to give some suggestions on it.
