Abstract:	政府部門在不侵犯公民自主性的原則下，越來越強調鼓勵公民提昇公民道德與實踐公民資格，認為非營利組織（Non－profit organization，NPO）與社區營造（Community building）的落實即成為公民參與機制的具體展現，社區改造運動得以深化社區意識、培養公民能力，形成多元對話的公民社會文化。　　　本研究以阿里港文化協會與舊鐵橋協會為個案，討其非營利組織在社區營造中所扮演的角色與功能。它如何與政府達成公私協力政府完成計劃工程？如何與企業做到夥伴關係？如何透過民眾參與從社區營造中激勵社區民眾參與的興趣？也就是說非營利組織如何在多元化社會取向下，做為政府、企業與民眾間的橋樑，同時能夠有效的應用社區本身之資源，透過一連串計畫、行動，有效的帶領社區進行永續發展。　　Government departments do not infringe the principle of autonomy of citizens, more emphasis on encouraging citizens to enhance the practice of civic virtue and citizenship, that the non-profit organization and community development implementation that is to become a citizen concrete expression of participatory mechanisms, community reform movement to deepen the sense of community, develop the capacity of citizens to form a multi-cultural dialogue and civil society.　　　In this study, a-ligang cultural assocation and the old railroad bridge association for the case to discuss the non-profit organizations in the community to create a role and function. How it reached a public-private partnership with the government the government completed the program works? How do partnerships with businesses? How the public participation from the community to create a community of people involved in encouraging interest? That is how non-profit organization under the orientation in a pluralistic society, as the government, the bridge between business and the public, while providing effective application of Community own resources, through a series of plans, actions, and effective leadership for sustainable community development
