The 21st century is the age of information technology, which has already been incorporated into various aspects of life; in education, there is also the trend of incorporating information technology into instruction. As the Ministry of Education promotes the Grade 1-9 Curriculum, the ability to apply technology and information is listed as one of the ten basic abilities; the incorporation of information technology into instruction has become an important issue for the curricular design of schools. With the help of information technology, various publications have started to appear in different digital formats. Among them, the development of e-books has caused it to be seen as one of the most important information products to affect reading and instruction. After implementation of the Grade 1-9 Curriculum, many picture books have been applied in courses for elementary schools. It is predictable that future elementary school education will use many e-books and electronic picture books in curricula, in order to make instruction livelier. This study uses the Technology Acceptance Model as basis and uses the literature to develop scales on attitudes in using technology, usage motivation, utility, and ease-of-use for elementary school teachers. Analytical techniques such as confirmatory factor analysis, Structural Equation Modeling, and statistical testing are used to explore the factors for the incorporation of electronic picture books in instruction by elementary school teachers. Research results show that it is currently quite common for elementary school teachers to incorporate electronic picture books in instruction. In general, elementary school teachers have a positive attitude toward the incorporation of electronic picture books in instruction, while factors such as instructional motivation and school support would affect teacher attitudes regarding the incorporation of electronic picture books in instruction. In addition, perceived ease-of-use, perceived utility, and usage attitudes would all affect the willingness of teachers to use electronic picture books.
