公立殯葬設施設置鄰避衝突管理規則之研究 殯葬設施是治喪儀式不可或缺的一部分,其設置規劃要能順利推動,除了要有完 善的硬體規劃外,鄰避衝突之溝通化解是解決問題的關鍵所在,所以探究公部門 面對不同殯葬設施抗爭案例,如何與不同的抗爭團體及個人互動,進行衝突化 解,以至完成殯葬設施之設置,其中能否尋求共通的衝突管理規則,以利政策應 用,乃為重要的研究課題。本文以衝突管理(conflicts management)理論為基 礎,採文獻分析法及深度訪談法,主要目的在探究公部門殯葬設施抗爭案例之衝 突化解過程,進而歸納殯葬設施鄰避衝突管理基本規則,以期對未來殯葬設施之 鄰避衝突化解研究及實務應用有所助益。 A Research on the NIMBY Conflict Management Rules of Public Funerary Facility Establishment Funeraray facilities are indispensable parts of funerary arrangement rites. The settlement and planning of those facilities are promoted not only depend upon whole hardware planning but also the communication of NIMBY conflicts is the key of problem solving.Therefore, to explore when public sectors confront different funerary facility contests, how public sectors interact with different protest groups and individuals to reconcile conflicts for finishing funerary facilities settlement and then find the conflict management rules for policy making, are important research topics.This study is based upon conflict management theory, adopting literature analysis and in-depth interview to aim at process of conflict reconciling which the public sectors have to face cases of protesting funerary facilities. Eventually this study sums up the basic conflict management rules of NIMBY to avoid further funerary facility settlement conflicts and suggest policy making.
