    Abstract:   The US continues the evolution of its foreign policy in 2001 exactly when George W. Bush took office in White House. Bush has declared that Tehran was a part of the “Axis of Evil.” In 2001 co-operate with EU (United Kingdom, French, Germany), UN, and the IAEA as an effort to against Iran’s intention to acquire nuclear weapons. However, the involvement of the US to deal with this ‘rogue state’ lacked the credibility to coerce the Iranian clerics to stop the nuclear program. By examining this case, this thesis found that differences do exist between the US and the EU over the matter of political change in the region, but they are not as stark as are generally perceived or portrayed. Whatever differences there might have been in this regard, were essentially of a tactical nature. Portraying them as strategic is misconstruing the reality. To ensure the stability in the Middle East region, the transatlantic alliance should strongly implement multilateral strategy approaches to establish direct diplomatic relations with Iran, hence, the US must abandon the Hobbesian behaviours for pure harmonization in this alliance whether now and then. However, this case will be a challenge for transatlantic alliance in the future and affecting many aspects in international relation.
