能源耗竭是近年來國際間主要討論的環保主題之一,許多科學家擔心,民衆無節制使用地球資源,最終將可能面臨無資源可用之情況,對於政府在後續處理上,例如:廢棄物處理,也産生相當大的財政負擔,長期對民衆或政府而言,在成本支出與環境上皆有相當程度的負面影響,因此廢棄物回收再利用變成環保政策主要的一環。 因此本研究以嘉義縣再生家具展示館為研究對象,透過參與式觀察、深度訪談和IPCC研究方法,本研究針對此議題,經由進行個案研究與廢木製產品的回收與探討,將專訪資料進行彙整歸納,分析顯示再生產品無法有完整的規劃銷售以及缺乏完善的推廣宣傳,導致大多數人只知政府有這項活動卻不知如何參與及國人多尚未體驗到廢棄物所造成之經濟和環保的問題,只有少數專家學者能預見其嚴重性,又加上民眾信心不足、觀念不正確,大多認為再生材料必為次級品。 在IPCC研究方法上,回收木廢棄家具,焚化處理(置)、掩埋處理(置)和回收所推估出二氧化碳排放量,如採取掩埋方式處理(置)為最不利的處(置)方式,比較之下回收再利用方式為最有利方式,可有效降低CO2排放量,且可減少廢棄物處理的相關費用,不用再因為焚化或掩埋所造成的二次污染,讓環境再次受到衝擊。 In recent years, energy depletion has become one of the major environmental issues for international discussion. Many scientists have been afraid that people’s uncontrolled use of the earth resources may eventually result in a situation of no available resources. Moreover, the follow-up treatments such as the waste management also create extremely heavy financial burden on the Government. In the long run, it will also cause a considerable adverse impact both on the financial costs and the environment for the Government and the public. On that account, the recycling and reuse of waste materials has become a major part of the environmental policies. Taking the Recycled Furniture Exhibition Hall of Chiayi County as the research subject and adopting the participatory observation, in-depth interviews and the IPCC research methods, this study had focused on this certain issue and attempted to organize and sort the interview data by conducting the case study research and exploring the recycling and reuse of waste wood furniture. The analysis showed that recycled products lacked of a comprehensive marketing planning and a complete promotion, resulting in a situation that most people knew that the Government had advocated the activity but did not know how to participate. Further, most people could not realized the economic and environmental problems caused by waste materials, whereas only few experts could foresee the severity. In addition, due to the insufficient confidence and incorrect concepts, people often thought that the recycled materials were definitely sub-quality products. As for the IPCC research methods, the carbon dioxide emissions have been estimated respectively for the three waste disposal approaches of recycled waste wood furniture: incineration treatment, landfill treatment, and recycling treatment. The landfill treatment has been the least favorable approach due to its highest estimated carbon dioxide emissions. By comparison, the recycling and reuse has been the most favorable approach due to the fact that it can effectively reduce both CO2 emissions and waste management-related costs. Thus, the environment will not be impacted again by the secondary pollution caused by incineration or landfill treatments.
