Abstract:	由於大環境的變遷，欲以傳統農業養家活口的可能性越來越低，尤其在台灣加入W.T.O以後，傳統農業所面臨的衝繫及威脅日益嚴重，迫使農業主管機關更積極的為傳統農業覓尋另一條康莊大道。又加上政府實施周休二日，以及都市化的結果，鄉村休閒旅遊成了都市人的新歡。鑑此，輔導農民投入「休閒農業」，成為政府輔導農民轉型及推廣休閒農業的一帖良方。而規劃「休閒農業區」，整合區域內之整體資源以促進休閒農業發展，更是山區傳統農業轉型經營休閒農業之「良方中的良方」。　　　本研究擬透過「華山休閒農業區」之個案研究、SWOT分析及與公私部門的深度訪談，探討山坡地劃定「休閒農業區」對區內休閒農業發展的影響層面，進而提出建議供現在或未來有意透過休閒農業區發展休閒農業者在劃設與運作休閒農業區時的參考。研究結果發現，山坡地劃定休閒農業區後，產生一些正面助益，提昇一些優勢及機會，也降低部份的劣勢及威脅；產生「聚集經濟」、「體驗經濟」，但如欲永續蓬勃發展或更上一層樓，尚有努力的空間，例如強化「休閒農業區發展協會」整體規劃運作能力；特色資源的深度化及豐富化；財務自主性．．．．等。　　As a result of the environment vicissitude, wants by the traditional farming supporting the family living witness's possibility more and more to be lower, especially joins W.T.O after Taiwan, the traditional farming faces flushing is and the threat is day by day serious, what the force agriculture Controlling organization is more positive is the traditional farming seeks seeks another broad road. Base this, counsels the farmer to invest ＂the leisure agriculture＂, becomes the government to counsel farmer reforming and a promoted leisure agriculture placard effective prescription. But plans ＂the leisure agricultural region＂, in the conformity region the whole resources promote the leisure agricultural development, is mountainous area traditional farming reforming management leisure agriculture it ＂in the effective prescription effective prescription＂. 　　　This research plans to penetrate ＂the Huashan leisure agricultural region＂ the case study, the SWOT analysis and with the public and private department's depth interview, the discussion hilly land delimits ＂the leisure agricultural region＂ to the area in the leisure agricultural development influence stratification plane, then proposed that the suggestion will intend for the present or the future by the leisure agricultural region development leisure agriculture when will delimit supposes with operates the leisure agricultural region reference guide. The findings discovered that after the hilly land delimits the leisure agricultural region, has some frontages to be of help, promotes some superiority and the opportunity, also reduces partial the inferiority and the threat; Production ＂cluster economy＂, ＂experience economy＂, but like wants to continue forever the vigorous development or on a yet higher goal, Shang You endeavor space, for example strengthening ＂leisure agricultural region development association＂ corporate planning operation ability; Characteristic resources depth and rich; Financial independency. And so on.
