    摘要: 　　歐洲地區與北美地區是航空運輸與航線最發達與繁忙的地區，其航空運輸量的世佔率高達百分之六十的比例，而歐美地區也各別於一九七0年代末期對於空運政策實施放寬管制政策。歐洲國家於二次世界大戰結束之後，開始致力於歐洲區域經濟整合。對於航空科技產業發達的歐洲地區來說，航空運輸是其區域內重要的交運運輸工具之一，歐洲國家航空政策整合上仍面臨許多議題，像是涉及國家主權領空開放議題與航空市場等相關議題，尚未完全整合成功。在面臨大西洋對岸美國強大的航空產業競爭壓力下，進入二十一世紀的歐盟，在航空政策上亦有所跟進。航空議題上所要面臨的是跨大西洋岸開放天空協議的航空新議題。現在進行式的航空議題為航空界投下震撼彈，帶給歐盟在空運共同政策上一顆試驗的基石。
    　　The air transportation and air lines in European area and North American area are the most developed and busy areas, the transportation quantity could be reached to 60% in the world. In the end of 1970s, this two areas were individually deregulated the control of their air transportation policies. After the World War II, European countries began to be endeavored to integrate European region economic. To this high aero science and technology area, the air transportation is one of the most important conveyance. In the aspect of integrating air transportation policy, there are still many issues that EU have to face with, like, the territorial air space liberalization issue, which is interrelated to sovereign right , and also the European internal air market issue, etc. Under the pressure of American powerful air industry’s collision, into the 21 century, EU need a progressively mature common air transportation policy. In the beginning of the new era, for the start, EU will face with the new air transportation issue, “EU-US Open Skies Agreement”. The issue is proceeded , it’s shock to the air transportation circle, for the EU, it’s a common transportation policy testing foundation stone.
