    摘要:   台灣由於經濟快速發展、人口增加,使得垃圾量與日俱增,垃圾處理費的徵收方式也逐漸受到討論。回顧過去台北市在處理垃圾上是採隨水費徵收,在公平性上受到民眾質疑,在垃圾減量及資源回收方面的效果也不佳。經過多次研究討論後,台北市自2000 年7 月1 日實施垃圾費隨袋徵收政策,採取「使用者付費原則」的觀念於垃圾問題的處理上,採以量計價的方式,建立較為公平合理的垃圾處理費徵收制度,來達到垃圾減量及提高資源回收率。由於這項政策在我國係屬首創,故執行成功與否,具有指標性的意義。    本論文採個案研究的方式,針對台北市垃圾費隨袋徵收政策作政策評估,以Dunn 的六項政策評估準則:效能、效率、充分、公正性、回應性、適當性為評估指標來作評估分析,發現台北市垃圾費隨袋徵收政策皆符合這六種評估標準。再分析台北市垃圾費隨袋徵收政策之政策設計要素:政策目標、因果模型、政策工具、政策標的對象、政策執行,提供台灣其他縣市作為參考及學習的基礎,以擴大此政策的影響面。    惟垃圾費隨袋徵收容易產生非法傾倒垃圾、偽造垃圾袋的問題,除了加強稽查、取締,更應著重於垃圾源頭的減量,及加強民眾的環境教育及環保意識,如此較能有效解決垃圾問題與達到垃圾減量及提高資源回收率之目的。
      In Taiwan, a climbing quantity of trash had been following the economic rapid growth and increase of population and thus, ways of collecting trash treatment fee with the residents were under discussion by more and more people. One of the ways Taipei City Government had adopted was to count the fee based on how much water a family uses person. However, many residents doubted its fairness and most important of all, its result showed that it was not helpful to trash reduction and increase of recyclables. The city government had repeated its researches and discussions on the new policy of collecting the way before deciding to replace the way, in question, with a new one. Then, the government had decided to implement, since July 1, 2000, the per bag trash collection fee policy and the fee was counted based on how much trash a person or family threw. This was a user-charge idea hidden under this trash treatment measure because the city government expected a fair and reasonable system of collecting trash treatment fee in order to trash reduction and recycle more. Additionally, a failure or success of this policy would be a significant benchmark because Taipei City has been the first district where it was undertaken.    I use, in my thesis, a case-study research method. I apply William Dunn's policy evaluation model to review Taipei City's per bag trash collection fee policy. This model consists of six indices and they are, respectively, effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness. The study finds that the policy outcome reaches the specified level composed of those six indicators. Following the appraisal is to further make an analysis of how this policy is designed and what factors may be contained in it. I will examine it from cause-and-consequence approach, and policy goal, tool target and implementation. I expect to provide a basis for other local governments to learn upon and make possible the practice in other cities or counties of Taiwan.    However, there are still some risks of a failure in practices such as illegal trash treatments and exclusive trash bags counterfeited. I suggest that, in addition to more usual and careful checks, local governments should emphasize a trash reduction prior to consumptions as well as educate the public with ideas of environmental protection to arouse their consciousness of loving where they live. I think that the ways are the better solutions to the trash problem to achieve the goals of trash reduction and recycling more.
