摘要:	政府為維護社會治安，推動了許許多多的政策及專案，也深深發現預防犯罪的重要性，在資訊科技的推波助瀾下，路口監視錄影系統由以往類比模式演化為數位模式，附加功能更加多元，透過網路服務，更可即時傳送及監控，也高度受到政府及民間的重視，使得政府一再推動路口監視器的建置，更列為了治安的重要建設之一。　　　　由於路口監視系統在國內外協助破獲許多重大案例，作為警方偵辦刑案的重要參考依據，各縣市政府為改善治安工作，向中央或自行編列預算建置，在普遍建置後發現了許多問題，各種規格及功能參差不齊，管理權限等各自為政，在適法性亦飽受人權團體之質疑。在政府發現監視系統整合的便利及重要性後，在各縣市已有建置雛型之際，如何整合各縣市現有設備，考驗著政府的智慧。　　　　嘉義市路口監視系統之建置規劃，在國內警政單位受到相當的重視，本研究以實務面就嘉義市所建置之個案做分析，建置完成後所遇到的問題做討論，應用偵破的案例做研究，期以做為政府及各單位建置管理及應用之參考。　　For the purpose of safeguarding the social security, the government applies numerous policies and projects for crime prevention. With the assistance of information technology, the functions of road closed circuit television recording systems are more diversifying and evolving from analog to digital mode. Through the network service, the relevant information is able to be immediately delivered and monitored. It is also highly recommended by the government and non-governmental sector. Thus, the government is facilitating the settlement and construction of road closed circuit television devices and regarding it as one of the major security constructions. 　　　　Due to a large number of major criminal cases were solved with the assistance of road closed circuit television devices, the domestic police units have taken the system as vital references to investigation and solving the criminal cases. Also, for the purpose of improving the social security, each local government either applies this project with its own budget or asking the central government for help. However, numerous problems surface after the widespread settlements, such as the uneven equip-specifications, functions and the lack of authorized administration. Its legality is queried by human rights groups, also. As the government discovers the convenience and the importance of integrating the road closed circuit television devices and each local government has already constructed the prototype, the government is confronting the challenge as: “how to integrate all the existed equipments in each district”.　　　　From the pragmatic aspects, the study is executed through the analysis on the cases set up in Chiayi City, the discussion on all the problems encountered from the cases and the survey related to the solved criminal cases. Hopefully, this study will be able to offer the government and other department for considering on any relevant settlements, managements and applications.
