| 摘要: | 國際非政府組織在自我期許、定位上各有差異。越來越多的援助國選擇以非政府組織作為其對外援助工作的管道，因為其深入受援國當地的人道精神及志工服務的特點，為許多政府援外組織所欠缺。在全球治理的趨勢下，非政府組織的角色日益重要，唯台灣屬政府性的組織處處受排斥情況下，幾乎無法在國際社會立足，因此增加對非政府組織的瞭解、參與、互動與接軌，其意義非常重要。 本研究利用文獻分析與歷史研究法，蒐集國內外有關非政府組織、國際非政府組織、全球治理、全球反地雷運動、國際反地雷組織相關的著作、發表的文章、各國領導人及相關人員會晤所發表的談話及簽署的共同宣言及憲章等資料，作為本論文之理論與分析依據。從全球反地雷運動的背景、相關組織成立後推動的各項掃雷活動、執行策略、發展歷程與運作成效，藉以分析非政府組織在全球反地雷運動所扮演的角色及功能之全面貌，並歸納國際反地雷組織策略整合對台灣的啓示，以及最後從五個面向提出政策建議：1、調節組織的管理策略；2增加工作項目內容；3全球策略聯盟；4企業組織合作；5網站平台的建置。

Under the trend of global governance, role of NGO increasingly important, Taiwan only belong to organization of government repel into situation everywhere, it is almost unable to have a foothold in the international community, so increase the knowledge of NGO, participation, interdynamic and integrating, its meaning is very important. This research utilizes document analysis and historical research methods to study , and collect domestic and international relevant NGO, INGO, global governance, The International Campaign to Ban Landmines（ICBL） relevant article, the leader and relevant personnel's common declaration and charter of meeting talk and signature issued of various countries acting as, publishing ,etc. materials against the mine, as the theory of this thesis and analysis basis. Every clearance promoted after the background, organizing and setting up relevantly of the global movement against mine of background moves about, carries out the tactics, development course and operation effect, NGO in role and the function, Furthermore, five dimensions of findings and strategies for ICBL problems are worth mentioning: 1, Regulate the management strategic; 2 increases the working project content; 3 global strategic alliance; 4 enterprises organize cooperation; 5Construction of the platform of websites. |
