台灣逐漸邁入M型社會,貧富差距也逐漸拉大,並且在現今台灣經濟不景氣及學費高漲的情況下,就學學費也漸成為許多家庭的經濟負擔,因此學生對於獎學金的需求也日漸升高,而獎學金對於特殊領域具有貢獻者的肯定更是一種經驗傳承的意涵,以目前台灣地區的教育基金會又以發放獎學金作為一種提升教育水平的方式,但目前台灣對於獎學金領域的研究則是少之又少,因此對於獎學金也缺乏整體的了解。 本研究以了解台灣教育部所立案的教育基金會為研究主體,目前教育基金會所從事哪些性質之業務,並將教育基金會所從事獎學金之業務做ㄧ深入的研究,透過各基金會獎學金設置辦法,以了解目前教育基金會獎學金發放的現狀,其獎助對象、方式及領域;在研究台灣地區教育基金會獎學金發放現況後,將台灣、日本與美國的獎學金概況做ㄧ分析比較,以了解上述各地區因文化及環境的不同,獎學金發放的對象、金額及時間上的相異點。 從研究中也發現台灣教育基金會在獎學金發放上的優缺點及須改進之處,且發現教育基金會因社會環境變遷致使業務轉移,並可從獎學金發放的狀態發現台灣社會的需求。更從研究發現中提出對於現今或未來參與獎學金業務之組織提出具體建議。 The poverty gap has increased progressively as Taiwan gradually steps into M shape society. Under the great economic recession and the accession of tuition, the demand for scholarship has raised stage by stage while the schooling becomes encumbrance for many families in Taiwan. Scholarships representing meanings of experience transfer and affirmation to contributors in particular study fields, now are used by foundation for education organizations to promote the plane of education in Taiwan, but there are seldom study for scholarships nowadays, therefore, people in Taiwan lacks well-comprehension of scholarships. The study based on the subject of comprehension and attributes of business that undertaken currently by education foundations instituted by Ministry of Education have a thorough research on affairs of scholarships. Through enacting of scholarship measures, we will realize the current situations、objects、means and fields of scholarship awarding of education foundations. Compare with the profile of scholarships in Taiwan、Japan and America after research on current condition of scholarships awarding of education foundation in Taiwan, we will understand the difference of amounts、objects and time of scholarship awarding due to disparities of culture and environment between above area. We can figure out merits、demerits、improvements through the research on scholarships awarding of education foundations、transfer of business of education foundation due to transition of social milieu、needs of society in Taiwan among the scholarship awarding situation, also we can propose concrete suggestion to present scholarship organizations or those who will join scholarship affairs from this study.
