    Abstract:   所謂「後發展」論述,是針對現代化的發展模式,提出深刻反省與批判觀點的論述。本文主要透過後發展的理論觀點,對都市保存的爭議性案例,包括都市發展論述與都市保存模式進行分析研究。    在都市發展方面,檢視嘉義市「新市政中心計畫」的政策論述,其實緊密結合了「發展」的概念。「發展」被呈現為經濟發展、現代化的同義詞,「保存」則是被置於「發展」的對立面來被思考。因此,在發展政策的論述中,對於「保存」多採用負面觀感之描述,「保存」被理解為「發展的阻礙」。     在都市保存方面,反思「保存」的實踐,發現是一種缺乏場域性思維的保存模式,其結果是失去了「真實性」的「假保存」。進一步分析保存的生產體系,在政策、技術與管理模式層面的論點中發現,「保存」其實是一種純然現代性的、有專業盲點的「文化」想像。       最後,總結後發展的都市保存論述,首先是「發展」錯誤的定義排除了地方既有的脈絡,而破壞了其獨特的場所感;其次,「保存」不是、也不應該是「現代化」的產物,唯有超越既有發展論述對於保存的理解框架,都市保存才有可能重新發現「地方」的價值。
      Post-development discourse rethinks the development of modernization from a critical stance. This research explores the Post-development discourse to review the official text and practice of urban development and urban conservation.     In the urban development aspect, the policy of the New Chiayi City Hall Project, is actually tightened with the development concepts. Development is presented as synonymy of economy and modernization. Conservation is set as the opposite of development. Therefore, conservation is described as negative device in the development policy, and considered as hindrance of development.     In the urban conservation aspect, the practices of conservation produce placeless objects, which lose the authenticity. In fact, “conservation” is a cultural imagination of modernity and professional myth in the making of policy, and in conservation technology and management.     However, the conclusion of the post-development stance on urban conservation discourse is: First, the mistaken definition of development excludes the context of place, and it destroys the unique place-recognition. Secondly, conservation is not and shouldn't be the product of modernization. To transcend the existing development discourse about conservation is the only way to redefine the value of place.
