    摘要:   臺灣位於板塊運動頻繁的太平洋島弧區,加上人為過度開發等因素,本來就是容易發生災害的地區,因此居住在臺灣的人們對災害的發生並不陌生,卻容易健忘災害所帶來的潛在威脅,及當時所付出的社會成本,仍繼續人為過度的開發,以致隨時誘發災害發生,週而復始的重複著生態悲歌。在此前提下,本研究藉由921災後谷關溫泉區環境變遷的探討過程,透過觀察、記錄、分析推論成本研究的論述內容,以供後續相關研究參考。    本論文試圖探討谷關溫泉區,在921震災後環境的變遷,如何反過來影響人為環境,亦即分析谷關溫泉區災後實質環境與社會機制的交互作用。本研究以收集調查資料、深入訪談、現場評估勘查等研究方法來獲得研究基礎資料,先從地理生態環境與歷史人文脈絡來瞭解谷關溫泉區所處的時空背景,再深入分析谷關溫泉區的基本結構。接著由谷關地區重大災害的成因和類型,來探討災後環境變遷的作用,及其所引發在生態、經濟、社會等層面的改變,最後就是重新思索如何達成「生態、生活、生產」兼顧並進,環境與發展雙贏的境界,以建構永續發展利用的谷關溫泉區。    透過本研究得知,長期被國家政策宰制及財團經濟操弄下的谷關溫泉區,財團與在地居民已發展成一種利益共構模式,財團任意的攫取在地廉價勞工,加速為其累積經濟資本,而在地居民或原住民也過份依賴財團利益的提供,而逐漸喪失在地的認同感和原本的謀生技能,而沈浸在假象(不平等)的經濟互動模式中。及至921災後環境變遷作用下,牽連著谷關溫泉區遭受前所未有的危機,過去所有經濟繁榮的假象旦夕幻滅,而財團若在評估無利可圖的情況下,將可能轉移投資重心甚至產業出走,這對長期依賴財團維生的在地居民(原住民)而言,又將如何賴以維生?所以最後唯有凝聚在地意識,分配重組地方共有資源,藉此形成良性互動的循環模式,以持續守護重建區重建後的價值體系和建構可以永續發展利用的谷關溫泉區。
      In additional to the over exploitation by the human factors, Taiwan located in the Pacific island arcs where frequent plate movements take place is an area susceptible to nature disasters. Therefore the inhabitants of Taiwan are no strangers to disasters. Yet it is easy to forget the potential threats brought upon by the disasters and the social costs imposed by the resulting damages and continue the over exploitation behaviour that may in turn induce disastrous incidents at any rate and repeat the cycle of ecological tragedies. Due to the above phenomenon, the process of the environmental changes in the Guguan hot spring area after the 921 disaster was studied in this research. Through observing, recording and analyzing, a theory for the study of costs will be derived which will serve as a reference for subsequent relevant studies in the future.    In this study, the influence of the environmental changes after the 921 earthquake on the human environment will be investigated for the Guguan hot spring area; that is, an analysis on the interaction between the actual post-disaster environment and the social mechanism of the Guguan hot spring area will be conducted. Basic data will be obtained through research methods of data collection, detailed interviews, and on-site evaluation and assessment. Understand the spatial-temporal background of the Guguan hot spring area through the geographic and ecological environment and the historical and humanitarian context before conducting further analysis on its fundamental structures. Next study the effects of the post-disaster environmental changes as well as the ecological, economic and social changes induced via the investigation of the cause and the type of the disaster in the Guguan area. Finally re-evaluate how to achieve the goal of maintaining a parallel model of "ecology, life, production", a win-win situation between environment and development, in order to establish a sustainable development for the Guguan hot spring area.    It was observed in our study that the Guguan hot spring area was under the long-term manipulation by the government policies and corporate economy. A mutual benefit model was established between the corporations and the local residents under which the corporations exploit the cheap local labour to rapidly accumulate their economic capitals whereas the local residents and aborigines depend heavily on the supports provided by the corporation resulting in the loss of their sense of identification and survival skills. As a result they immersed in the misconception of a mutual (unfair) economic model. Under the post-921 disaster environmental change effects, the Guguan hot spring area underwent unprecedented crisis under which the booming economy illusion in the past burst overnight. Corporations may shift their investment focus and industries may emigrate when the area is assessed to be lack of profit. Under such condition, how will the local residents (aborigines) with long-term dependence on the corporations survive? Therefore the maintenance of the value system and the structure of the re-building zone required to retain sustainable development and utilization for the Guguan hot spring area can only be attained by aggregating local awareness and reallocating the local resources in order to form a circular model with positive interactions.
