本研究嘗試利用Fried et al(2002)提出的三階段DEA模式之投入導向BCC模型,探討嘉義縣2003至2006學年度534個樣本學校之經營效率,並將學習成效及學校特性二者視為環境變項,且內生於國小經營效率中,以期能更合理評估學校經營狀況。實證結果發現,考量環境變項下之模式,即可求得國民小學平均效率值為0.772,若未考量環境變項之影響,則呈現效率值低估的情況;在不同學校類型方面,未考量環境變項下,規模別之智類,區域別之一般、偏遠,成立年限別之31-40年、41-50年,以及合併狀態之合併後效率值皆呈現低估;規模別之仁類、勇類,區域別之特偏,成立年限別之30年以下、51年以上學校呈現高估。 In this research, we developed an adjusted input-based BCC model of the three-stage DEA model by Fried et al. (2002). By this model, variations of learning effect and school characteristics were incorporated in the efficiency evaluation of 534 sample elementary schools in Chiayi county across the academic year of 2003 to 2006. The diagnosis result showed that, when considering the environmental variable, the average efficiency value of elementary school was 0.772; without the environment variable, the value was lower. In the aspect of school categories, while not considering the environmental variable, for "Zhi" school in the SCALE category , "general" and "remote" schools in DISTRICT category, "31-40 years" and "41-50 years" in the AGE-of-School category and "after merger" in MERGER CONDITION category, the efficiency value of these schools are underestimated. "Ren" school and "Zhi" school in the SCALE category , "especially remote" schools in district category, "under 30 years", "above 51 years" of AGE-of-School category are overestimated.
