    摘要: 面對外在環境變遷,政府以傳統的作業方式無法有效解決民眾關切之問題,因此如何透過流程再造方式,來提高民眾對政府施政的滿意度,是當前值得深思的課題。 本論文擬從顧客導向的觀點出發,並結合企業流程再造之理論基礎,探討嘉義縣政府集中支付作業流程應如何檢討改善,並建構一新的作業流程模式,以快速回應民眾需求,進而開創一個高行政績效的現代化政府。 本文之主要研究成果有下列五項: 1. 依據調查資料顯示:大部分受訪者對嘉義縣政府整體的支付作業流程表示不滿意,可見現行支付作業流程,確實有再檢討改善之必要。 2.歸納嘉義縣政府現行支付作業流程計有七項缺失。 3.建構兩種新的支付作業流程模式: (1)合併支付作業流程模式。 (2)改善後支付作業流程模式。 4.評估實際推動支付作業簡化方案具有直接效益與乘數效益。 5.發現簡化方案推動過程與企業流程再造理論有相符之處。
    As the fast changing of external environment, the traditional operating manners of government can no longer solve effectively the problems which the public really concern. It’s now the most important issue that how a government increases the satisfaction of the public by process reengineering. This essay aims at the reviewing and improving of the operational procedure for Chia Yi County Government's centralized payment from the viewpoint of customer-oriented and the theory of business process reengineering as well. It hopes to constitute a contribution to the designing of a better model of operating procedure which takes rapid responsibility for the needs of the public and then organizes a modern government of high administrative efficiency. The main five findings of this essay are as follows: 1. According to the research, most interviewees expressed dissatisfaction at the whole operational procedure for Chia Yi County Government's centralized payment. It shows the necessity for the improving of that procedure. 2. There are seven shortcomings in the running of present operational procedure for Chia Yi County Government's centralized payment. 3. Designing two new models of operational procedure for payment, they are: A. The model of combined operational procedure for payment. B. The model of advanced operational procedure for payment. 4. It will achieve both direct and multiple effects to practice the plan of simplifying the present operational procedure for Chia Yi County Government's centralized payment. 5. The process of practicing the simplifying plan and the theory of business process reengineering are well matched.
