摘要: | 本研究針對我國農會信用部在地方金融所扮演角色,及農會信用部近年來經營上的困境與危機做一剖析,並且探討處理問題農會信用部的機制,同時利用問卷調查以瞭解目前正常經營之農會信用部所擁有的競爭優勢,及未來以自願合併或改制為農業銀行、商業銀行、社區便利銀行等方式,何者將是提昇農會信用部競爭力之較佳策略。 本研究主要成果有五項: 一、針對農會信用部經營危機提出六項改善的可行策略。 二、受訪者意見顯示農會信用部無論合併、改制、作價投資或維持現狀,在台灣地區的基層金融服務仍然有必要性。 三、農會信用部無論合併、改制或作價投資銀行,在受訪者意見中顯示,金融機構資本額規模的大型化是必然的趨勢。 四、大部份受訪者意見覺得農會信用部金融業務管理人專業素養有待提升。 五、多數受訪者支持在都市地區以「商業銀行」的型態,而在鄉村則以「社區便利銀行」的方式經營,將是未來提昇競爭力的較佳策略。 The research investigates importance of credit departments of domestic farmers’ associations to local financial institutions, and it also analyzes management difficulties and crisis of credit departments of domestic farmers’ associations in these recent years. Furthermore, the research investigates its use of system at credit departments of domestic farmers’ associations. At the mean time, the investigation result by questionnaires explores competitive advantages of credit departments of domestic farmers’ associations. For some credit departments of domestic farmers’ associations which re-establish farmers’ banks, commercial banks, or community convenience banks by performing methods of either voluntary mergence or system transformation, the investigation result also provides better policies to increase competitive capability for credit departments of domestic farmers’ associations. There are five major achievements as follows: 1. Due to management crisis incurred by credit departments of domestic farmers’ associations, the research brings out six feasible policies for improvement; 2. The investigation by questionnaires has shown that, regardless of the desire of the credit departments of farmers’ associations to perform consolidation, system transforming, closed-end pricing investment, or simply to remain the same, basic financial services in Taiwan is still considered helpful and necessary; 3. Whichever methods, either by mergence, system transformation, or investing banks through negotiations, credit departments of domestic farmers’ associations take for its future management, testees from investigation by questionnaires point out its essential tendency for the future is to enlarge capital capacity for financial institutions; 4. Most testees agree financial managers from credit departments of domestic farmers’ associations need to improve their professional knowledge; 5. Most testees support establishing “commercial banks” in the urban areas and establishing “community convenience banks” in the suburban areas as better policies for improving competitive capability in the future. |
