    Abstract: 以往「家」的概念多在於具有遮風避雨的功能,但受到經濟發展快速的影響,使得人們的生活步調愈來愈緊張,只是遮風避雨已不能滿足忙碌的現代人對居住環境品質的要求,「家」不只要滿足人們實質居住的需求,更要達到心靈提升的境界,因此「居住環境品質」所得到的受重程度明顯已遠遠大於以往,「居住環境品質」的追求成為現代人的目標之一,居住環境品質之課題更不容受忽略。 本研究試圖建立居住環境品質模式,故採用深度訪談與焦點群體座談技術,對居住環境品質進行探索性的質化研究,針對三家上市上櫃營建公司所進行的深度訪談中,發現不同公司主管對於居住環境品質存在著相同的認知,另藉由社區居民的焦點群體座談中,得知不同社區居民對居住環境品質的知覺存在著相似觀點與主張,經整理彙總後,將兩方的意見以十三個居住環境品質之決定性因素來包含之,而從業人員的認知與社區居民對於居住環境品質之預期與知覺的比較中,發現存在著七個缺口,本研究藉以建立居住環境品質缺口模式,進而定義居住環境品質,結合居住環境品質定義與居住環境品質決定性因素,建構居住環境品質概念性模式。 此外,目前的學者研究並未發展出一套完整衡量「居住環境品質」的量表,本研究依本研究質化研究之結果為基礎,嘗試依循一般嚴謹之品質量表發展典範,從社區居民基礎面發展一套對居住環境品質衡量量表。結合文獻歸納、與營建從業人員及社區居民之實際訪問,共得居住環境品質之13個決定因素,並發展63個問卷項目,再進行兩階段的資料蒐集與分析,經過探索性因素分析及驗證性因素分析等階段,衡量項目縮減為21個項目,信度與效度皆獲得很好的支持,得到完整的「居住環境品質」之衡量量表。
    The rapid economic development has been leading people’ life into a much more nervous pace. A “house/home” is not only a place to satisfy the physical needs for people’s accommodation any more, but also a place to improve their spiritual purse. It is not difficult to realize that the “living-environment-quality” has won greater emphasis than ever. We try to construct the living-environment-quality model. The in-depth interview and focus group techniques are adopted in the research. Of those personnel in three listed construction companies that were interviewed, it was found that top management executives from different companies indicated the same perception regarding the quality of living environment. In addition, through the focus group discussion with the community residents, it was found that residents from different communities also claimed similar points and ideas in terms of the quality of living environment. A total of thirteen determinants are demonstrated, after the consolidation of opinions and comments from both groups, to cover the quality of living environment. In the comparison of the top executives' perception and the community residents' expectation and awareness towards the quality of living environment, it was found to have seven quality gaps. As such, this study defines, through the establishment of the quality gaps model, the quality of living environment. It also establishes the conceptual model of the living environment quality by combining the definition and the determinants. Scholars or researchers nowadays have not yet come up with a comprehensive set of measurement and index to evaluate the “living-environment-quality ”. In the research, it is attempted to develop a set of evaluation measurement for living-environment-quality by following well-structured and high standard models, and from the basis of the residential life in the community. Through literature studies and the actual interview with people in the construction business and the residents in the community, thirteen determinants to determine the living-environment-quality have been found, from witch sixty-three survey questions were extended. Items for evaluation were narrowed down to twenty-one after conducting two phase of data collection and analysis to go through steps like exploring factor analysis and confirmatory factor analysis. The creditability and effectiveness of the research are both strongly supported.
