    摘要:   國軍實施「精實案」後,兵源供給超過需求情形嚴重,很多及齡役男等不到徵集令,役男無法如期入營者每年達三至四萬人,造成青壯年齡層勞動人力閒置的社會問題;在因應時代變遷的需要、民意機關及社會輿論對改革現行兵役制度呼聲漸高且迫切,隨著情勢的演變,當前我國兵役制度已面臨變革的壓力。因而,替代役政策便於時代潮流的演變中順勢立法,並於公元二千年七月執行。    另一方面,在政府人力精簡的政策下,福利需求卻不斷的成長,在政府無法增聘人員的情況之下,使得原本人力困窘的政府社會福利服務供給體系,呈現雪上加霜的情形,所以替代役(社會役)的政策一推出,即引起社會福利界很大的關注,並認為可能可以解決當前缺人的窘境,如果能順利實施。    社會役為替代役之一種,本研究即是以社會役役男及社福機構中服務人員、督導或單位主管為主要的研究對象,研究的地區則是包含了嘉義縣、嘉義市、台南縣、台南市、高雄縣、高雄市等轄區內有進用社會役役男的社福機構。替代役實施至今對機構、民眾的效益是值得探討的。過去有關替代役或是社會役的研究多屬理論層次,且一直沒有一個正式的研究,探討社會役役男及服勤單位之間的互動與服務效。為了解社會役在基層服勤單位之執行成效與役男服役狀況,所以規劃了這一項研究。    本研究以「機構問卷」、「役男問卷」來探討現行社福機構替代役人力運用的情形,並藉由機構運用役男的情形、管理問題與成效,及該機構對替代役制度執行的看法等諸多面向,與替代役役男勤務的執行、工作滿意度、對生涯規畫的影響,及替代役役男對機構及政策的建議與期許之間的相關性及其關係。 
      After the National Arm Forces started to implement the personnel streamlining project, supply of soldiers highly exceeded demand. Young men reaching a military service age usually have to wait for a long time for the draft. In fact, thirty to forty thousand eligible young men cannot be enlisted on time every year, which led to a serious social problem as the workforce of young adults is left unused. To meet the needs in the changing society, legislatives and the general public demanded a reform of current military service system. It is obvious that the changed circumstances have exerted great pressure on the current military service system of the ROC to reform.     Governmental institutions visited various European countries to observe their military service and substitute service (civilian service) systems. Using these systems as reference and considering the military needs of the ROC, legislatives enacted the Substitute Service Regulations for Military Service, which came into effect in July, 2000.     Meanwhile, as the government tried to cut down the number of personnel working in governmental institutions, the demand of social workers kept increasing. Since the government could not hire more personnel, the social welfare service system of the government faces a very difficult situation. Hence, the enactment of the polity of substitute service caught attention of the social welfare institutions as they believed that such policy, if implemented successfully, can help solve the problem of personnel shortage.     Civilian service is one kind of substitute service. This study uses young men serving social service, personnel working in social welfare institutions and supervisors and management to be the subject and the study area covers all social welfare institutions that recruits young men serving civilian service in Chiayi County, Chiayi City, Tainan County, Tainan City, Kaohsiung County and Kaohsiung City.     The influence of substitute service on institutions and on the general public is worth exploring, but most studies of substitute service or civilian service conducted in the past focus mainly on theories. In addition, none of these studies explores the interaction between young men serving civilian service and the institution nor do they study the service performance. This study aims to understand the performance of civilian service in fundamental institutions as well as the service situation of these young soldiers.     This study uses “nstitution questionnaire”and “uestionnaire for young men serving civilian service”to understand the utilization of civilian service in social welfare institutions. The result is used to understand various aspects such as the utilization of these young soldiers in the institution, management problems and result as well as the institution's view of the substitute service system. Furthermore, for the young soldiers, their performance and satisfaction towards tasks are studied. This study also tries to find out how such substitute service influence these young soldier's career planning as well as their suggestions to the institution and to the policymakers so as to understand the relationship between all the aspects.     The study sets certain variables and uses questionnaires to study the subjects and to conduct analysis so as to understand the influence of the civilian service system on social welfare institutions that lack manpower as well as various obstacles and suggested solutions. The responses of these young soldiers are used to understand whether they are satisfied with such the implementation of the system for the government to make possible amendment in the future.
