    Title: 公益團體變遷之研究-以嘉邑行善團為例

    Abstract:   非營利組織的出現已遠不可考,自人類歷史有文字紀錄時,非營利組織就存在於各項歷史紀錄中,但非營利組織是否一成不變?或者是與時俱進?仔細研究後答案呼之欲出,根據各項研究發現非營利組織無論在所處的環境,或只針對組織本身而言,每天都有變革正在形成或發生。現存非營利組織中有部分組織自成立後就不斷的發展,但有些則日漸萎縮或消失;甚至有部分的非營利組織正進行組織部門合併或任務轉型;更有些非營利組織因經營不善而被迫宣佈解散,這都可以視為是非營利組織正在進行組織變革。非營利組織所發生的各項變革,可能導致組織型態產生許多種變化,為了應付組織所面臨的激烈競爭與環境上的改變,非營利組織管理者,正尋求各項企業經營上的方法進行組織的改造與創新,例如:引進各項評估方法評估組織對外活動所產生之效益與影響,或進行組織內人力資源管理,甚至有部分非營利組織經營商業性活動來增加組織的競爭力。 但上述的組織變革是否一體適用於全體非營利組織,根據現有的組織研究卻難以發現非營利組織具有共同的典範模式,甚至可以大膽的假設說:「非營利組織沒有一定的模式,可以框住或限制其他同性質的非營利組織,每個組織所發生的變革與影響,可提供作為其他組織面臨變革時的參考」。因此,本論文著眼於國內對非營利組織變遷及影響,少有完整的論文探討與研究,特別是針對具有台灣本土文化特色的地方性公益團體,更無人以單篇論文呈現的方式,研究當地方公益團體在面臨變革時,成員們如何面對變遷與組織在變革後如何發展,並以田野調查的方式,實際驗證組織變革後,成員依然持續進行組織日常的活動,並未隨組織變革而改變,以突顯出台灣本土非營利組織的組成特性與活動韌性。故本文以已在雲嘉南地區活動達三十年以上之嘉邑行善團為例,探究嘉邑行善團之源起、發展與變遷的各項因素與對後續團體之影響,希望能提供其他學者在進行非營利組織研究時的參考。
    Changing always could find in any kind organization everyday even in the nonprofit organizations, but we only search a few papers introducing a nonprofit organization from get together to dismiss. Today we find a gross-root organization in our community—CHIA-YI Charity Organization, tell their story from beginning to closing and re-structure and what happen with them. This study paper first step is finding the bridge that structure with them and visiting old man in CHIA-YI Charity Organization recording their words and story. Second step is observation what their routine works in every Sunday. Third step introducing nonprofit failure theory and combination the story to prove that nonprofit organization failure could make the general organizations change them teamwork type. Forth step finding another issues making the nonprofit organizations reconstruction. Fifth end this study and provide suggestion to the other nonprofit organizations that could happened with them and you even with one of thousand chances.
