| 摘要: | 空軍基地任何一件危安事故的發生，並非單一肇因或單純個人疏失所產生的，從以往的經驗可以歸納出危安事件的發生，都是由一連串的錯誤因素所造成，如何防範此一事故的危險鏈結，即成為失事預防的重要關鍵。在基地裹，任何一起意外事故，都可能使一個原本健康快樂的人受到傷害，斷送美好前程，甚至喪失生命，也可能使一個原本幸福美滿的家庭支離破碎，陷入痛苦的深淵：尤有甚者，將會造成社會問題與國家沈重的負擔。 1980年代後期，美國陸軍有鑑於一般訓練期程所造成人員的意外傷亡，遠高於作戰損耗，遂將試行風險管理正式引入平日訓練作業環境中。自引進這種新的管理方法之後，已有效控制美國陸軍在訓練期間因意外事故所造成的損失。本研究即是利用危機管理觀念配合偵測工具，及實際系統方法，闡述風險管理架構，以風險管理程序為主體，並將全文細分為：危險因素確認、風險評估、分析控制方式、裁定決策、執行、監督與檢討等六大模組，透過各模組間的配合運作，讓空軍基地風險管理人員可以從簡易的方式著手，完成預防策略，據以執行作業程序與步驟，期達成風險管理的目標。 本研究另以宣揚空軍風險管理人應具備的理論基礎及實務經驗，來探究防止空軍基地危安事件肇生的解決方法，更希望藉由本研究的分析，來發掘其他不確定因素的產生並加以掌握，使各基地在這一波管理變革的潮流中，穩定邁出成功腳步，堅實我國防戰力。
Incidents at air force bases were mostly not the results of one single factor or simply a human error, but the consequence of a succession of mistakes. Stopping such dangerous chain of reaction thus became the key to incident prevention. A mere accident, if took place at an air force base, could inflict severe injury to individuals, terminate their career, and even their lives. It can also ruin a happy family and impose unbearable pain. In extreme cases, social problems and heavy burden were far from the government could ensue. The United States Army found that casualties from regular training had been far higher than in combat situation. To address the situation, The idea of risk management was introduced into regular training environment in late 1980s. Since then, losses from training accidents have been effectively reduced. Through the combination of risk management concepts and detection tools, this study attempts to picture the framework of risk management in a pragmatic and systematic manner. With risk management procedure as the core, this study contains six modules, which are dangerous factor identification, risk assessment, control measure analysis, decision making, execution, supervision and review. Through the six modules, risk managers of air force bases can proceed with a simplified approach to complete the formulation in preventive measures. Operational procedures and steps can then be executed accordingly to achieve the goals of risk management. By advocating the theoretical knowledge and practical experience that air force risk managers should have, this study attempts to identify the solutions for preventing aviation safety incidents at air force bases. This study also tries to uncover related uncertainties so as to adopt corresponding control measures. It is hoped that the innovations of management concepts will help air force bases move successful steps forward and contribute to Taiwan’s overall defense capabilities. |
