觀光產業是廿一世紀新興企業,策略管理的方向與模式成為當前企業、學界所急欲討探的對向。本研究將就觀光產業人力資源規劃的建立及探討事業群之策略性人力資源規劃應用做進一步的研究。 觀光產業是廿一世紀新興企業,策略管理的方向與模式成為當前企業、學界所急欲討探的對向。本研究將就觀光產業人力資源規劃的建立及探討事業群之策略性人力資源規劃應用做進一步的研究。 本研究的內容包括文獻探討,專家學者深度訪談,及觀光科系專班學生對人力資源規劃模式之相關調查,在專家學者面採用Saaty(l970)所提出的分析層級程序法(AHP)進行構面與層級的分析。本研究架構將人力資源規劃為人力資源分析活動與人力資源管理活動、在此構面下分為四項主要項目-外部人力資源分析活動、內部人力資源分析活動、技術性人力資源管理活與策略性人力資源發展計畫。在細目部份則再詳分為十七個項次。 根據本研究發現:發現當前之業界專家與管理者一致認為技術性人力資源管理活動以勞資關係與績效管理是人力資源規劃模式的關鍵項目。在職專班學生實証研究顯示,下列關鍵項目的重要排序分別為一.報償管理。二、團隊管理。三、安全與衛生等上列人力資源規劃模式項目。 由於觀光產業環境變化太快,人力資規劃與應用情形不盡理想。近年來國內大專院校觀光相關科系大量成立。希望未來觀光產業人力資源規劃能結合產學合作,開發國內觀光事業發展,配合WTO國際情勢,能有正面良善的發揮。 Tourism is a new field in the 21st Century. Practitioner and researcher are urged to build model and understand the strategic and human resource management directions. This study is focus on human resource planning and model building for the industry. This research consists of literature review and experts interview and field study. An analytical hierarchical process model (AHP) is used to study the human resource analysis and human resource management activities. Internal and external aspects of human resource planning; technical and strategic dimensions are also incorporate in the survey. A total of 17 sub-categories are composed in the questionnaire. In this research we have concluded the following finding: 1. From practitioner and experts in the tourism industry they considered technical planning especially in labor relationship and performance evaluation are the main area of consideration in practice. But, from career students survey found that they considered areas of compensation management, group dynamic, and safety management are the main human resources planning. Human resource planning in tourism industry are still developing and under study. Currently, many colleges and universities have devote many effort in the tourism major area, we hope through cooperation of academia and practitioners we could improve the quality and management of tourism business under the context of world trade organization (WTO) movement.
