歐洲中央銀行體系及歐洲中央銀行應依歐體條約第8條之規定設立，並應依歐體條約及歐洲中央銀行體系與歐洲中央銀行條例議定書之規定執行任務及經營業務。歐洲中央銀行體系之主要目標應為維持物價之穩定。在不影響物價穩定目標之下，應支持共同體一般經濟政策，以促進達成歐體條約第2條所規定共同體之目標。 歐洲中央銀行體系之基本任務應制定並執行共同體之貨幣政策。歐洲中央銀行體系對審慎監督信用機構及維持金融體系穩定之該管機關所追求之政策，應協助其順利運作。根據歐體條約第108條之規定，歐洲中央銀行、任一會員國之中央銀行，或其決策單位之任一成員在執行歐體條約及本條例所賦予之權限、任務與職責時，均不得尋求或接受共同體之機構或單位、任一會員國之政府或其他任何單位之指示。 The European System of Central Banks (ESCB) and the European Central Bank (ECB) shall be established in accordance with Article 8 of the Treaty of European Community; they shall perform their tasks and carry on their activities in accordance with the provisions of the Treaty and of the Protocal on Statute of the European System of Central Banks and European Central Bank. The primary objective of the ESCB shall be to maintain price stability. Without prejudice to the objective of price stability, it shall support the general economic policies in the Community with a view to contributing to the achievement of the objectives of the Community. The basic tasks to be carried out through the ESCB shall define and implement the monetary policy of the Community. The ESCB shall contribute to the smooth conduct of policies pursued by the competent authorities relating to the prudential supervision of credit institutions and the stability of the financial system.In accordance with Article 108 of the Treaty, when exercising the powers and carrying out the tasks and duties conferred upon them by this Treaty and this Statute, neither the ECB, nor a national central bank, nor any member of their decision making bodies shall seek or take instructions from Community institutions or bodies, from any government of a Member State or from any other body.
