由於居住環境的惡劣，以及社會長期以來存在的「階級意識」，造成台灣社會長久存在的「原住民問題」，一直無法有效的解決，甚至已成為一種慢性的社會負擔。探討此一問題，除了應從「公平正義」的角度分析，更應深入研究台灣原住民實際所遭遇的困境為何，並從中尋求出一條解決的途徑，如此才是務實而根本的研究態度。 本研究即針對原住民當前遭遇到的兩大生計問題：就業與教育，作一深入的剖析，找出原住民當前問題癥結所在，並就問題的本質提出適當的具體建議。此外，筆者特別藉由「非政府組織」的理論，導出當前政府在原住民政策施政上有欠允當的地方，並以此指陳「非政府組織」因其獨特的功能與特性，可在此一領域中彌補政府不足之處。 最後，本論文也藉由文章的論述過程，簡要敘述若干直接服務原住民的基金會，藉以支持各章節所述及之論點。也以這些非政府組織功能與特性的介紹，作為本論文的重要例證。 Due to the deterioration of living environment and the “consciousness of class” being long existed in the society, the “problem of indigenous people“ has become a chronic social burden in Taiwan. This problem has been existing for a long period of time and can not be resolved effectively. To explore this issue, we should not only analyze this problem from the angle of “fairness and rightfulness”, but also make further researches on the difficulties faced by Taiwanese indigenous people. It is necessary to keep the realistic and fundamental researching attitude and to seek a way to resolve this problem. This study focuses on two major living problems faced by indigenous people: employment and education. By deeply analyzing this problem, we can find current crux of problems of indigenous people and make appropriate recommendations. Furthermore, the author points out inappropriate policies of indigenous people made by government through the theory of Non-Government Organizations, and also explains that the unique function and characteristic of NGOs can offset the insufficiency of government in this realm. Finally, through the process of discussion, this paper concisely describes several foundations directly serving indigenous people to support the points cited in the paper. The introductions of NGO function and characteristic are also used as important illustrations of this thesis.
