摘要: | 埔里桃米生態社區,成功發展成生態旅遊社區產業,其蛻變歷程,是奇蹟,也是典範。歷經九二一浩劫,卻能浴火重生,是奇蹟;在舉步維艱的台灣社造經驗中,彌足珍貴的成功模式是典範。 本研究旨在探尋非營利事業組織(新故鄉文教基金會)與震災重建區的互動關係,探究非營利事業組織在協助推動社區產業轉型或發展過程中的功能與角色,試圖尋找出社區產業發展過程中,政府、企業、非營利事業組織及社區組織之間的脈絡關係與成功模式。為強化研究結果的「真實」程度,面對經震災重創的桃米社區,這個幾乎面臨全面轉型的社會系統,在探索其重建過程中,需要的是災民的主觀理念,以及實際參與者客觀印象的表現,因此本研究運用了質性研究途徑,對各層面進行「深度訪談」並輔以實地參與觀察與高效度的文獻分析,交叉比對,深入探尋事實的本質與尋求事情真象及過程。 本研究就四年多來桃米社區重建過程的不同階段中的觀察,發現新故鄉文教基金會的角色與功能,殆可勾勒如下:地震初期:「整合、協助」的角色功能;重建初期:「引領、主導」的角色功能;社區培力期:「協調、操作」的角色功能;半自主試營期:「互動、學習」的角色功能;正常營運期:「互利、共生」的夥伴關係。並將桃米社區總體營造嘗試分為試探期、依賴期、半自營期及、自營期等四個時期加以探討並分析。 研究顯示,新故鄉文教基金會的陪伴啟發與資源整合,社區的自覺性、自發性、自主性及政府政策資源的大力支持是桃米社區成功的關鍵。根據本研究結果,分別對政府、非營利事業組織(輔導團隊)、學術機構及社區本身提出淺見及建言,期望將來有更適合地方的思維或操作模式,更包容尊重的態度,再造更多個新故鄉的活力社區。 The Tao-Mi Eco-Village community of Puli Township succeeds in developing an eco-tourism type community industry. The mutation is a miracle, and also a paradigm. Went through the 921 earthquake, the village revived from the ruins, that’s a miracle. In the other hand, Tao-Mi case is a paradigm among experiences of the ever difficult Community-building process. This study aims at the interaction between the Non-profit Organization (New Homeland Foundation, NHF) and the community. We try to understand the roles and functions of the Non-profit Organization. How and by which way the NHF founded and organized community's industry? Try to find the contexts and patterns between government, enterprise and Non-profit Organization in the development of community industry. As the Tao-Mi Eco-Village community is mauled by the earthquake disaster, the social system was almost totally affected. To strengthen the 'realness' of this study about the community’s rebuilding process, we want to know what is the way of thinking of locals and the impression of participants. By in-depth interviews, document-analysis and field participation, we retrieve the community’s rebuilding process. According to the observation about different phases in four years’ rebuilding process of the village, we indified the roles and functions of the NHF. In the first place, after earthquake phase, the NHF work as integrator and assistant. Then in the beginning of reconstruction phase, the NHF work as inspirer and leader. The community empowerment phase, the NHF work as cooperator and operator. The semi-autonome operation phase, the NHF work as interactant and learner. The operation phase, the NHF work as mutual-benefiter. We analyze Tao-Mi Eco-Village’s community-totality-building process as four periods: exploring period, depending period, semi-autonome operational period and self- operational period. The study shows: the NHF’s partnership, inspiration, resources-integration and the community’s self-awareness, self-concern, self-directing and government resource-allocation policy are keys to the success of Tao-Mi Eco-Village. According to the findings of study, we make suggestions for the government, Non-profit Organization, academic institute and for the community itself. With the mutual-respecting attitude, we wish that there will be more suitable operational mode in the future. |
