    摘要:   近年來社會關懷風氣日漸盛行,非營利組織的迅速蓬勃發展,對於國家社會的貢獻日益受到各界的肯定,而其特有的使命亦可彌補政府部門的服務不足之處,因為目前經濟不景氣,政府部門的稅收縮減,間接影響到公益服務資源的缺少,現在政府部門與非營利組織的互動頻繁,在於公私協力模式下,對於公共服務的輸送,雙方各自扮演重要角色,在於公益活動議題上相輔相成,資源上互相依賴,顯現綜效。   本研究對象為地方型的非營利組織與地方政府,探究如何運作於公私協力關係,建立合作夥伴,提昇地方政府的服務品質與彰顯出非營利組織的公益責任,造福更多黎民百姓。本研究透過相關文獻的理論為基礎,並且以地方政府與非營利組織的公私協力模式實際運作,交相驗證,以質性深度訪談的文本,進行個案分析與探討,將所獲得的研究結果,提出地方政府與非營利組織相關的結論與建議,以做為雙方公私協力關係下的參考意見。   現在地方政府與非營利組織的合作關係密切,進而發揮更大的社會公益效果,此一正面功能值得肯定。然而政府方面的法令尚未完善,且對於非營利組織的監督與規範亦乏制度化,這是亟待解決問題;至於地方型的非營利組織,對於地方政府的資源大部分依賴,應建立專業組織發展,融入地方特色,推展文化產業,增加自有財源,創造組織的新價值與新方向,並且要有永續經營理念,在於組織使命下,彈性策略運用,與其他組織建立策略聯盟機制,以保有組織更大的運作空間,促使組織服務社會各階層。
      In the recent years, society concerns have been gradually advocated and are growing more importance in our daily life. The rapidly prospered and developed nonprofit organizations do contribute on the whole society concerns and finally won people’s praise. Moreover, the feature mission of nonprofit organizations is trying to help making up the defects of the service offered by the government. Due to the recession of the economy now, the deduction of the revenue from tax on the government indirectly influences the resource shortage on public welfare service. Therefore, the interaction between government bureaus and nonprofit organizations works frequently. Under the module of public-private partnership, both sides play significant roles to the transfer of the public service, and make it complementary to each other on the issue of the public-welfare activity and resource sharing.    The subjects of this research are focused on the partnership between local-oriented nonprofit organizations and local governments. We studied how it is operated in the relationship of public-private partnership as well as how the cooperation partnership is established. By doing so, we can promote the service quality of local governments and show the commonwealth responsibility of nonprofit organizations, thus, to benefit more civilians. We took the qualitative deep interview as an archive to undergo individual case studies and research. The outcome obtained from our research will be proposed as references concerning the relationship of the public-private partnership between the local government and NPOs.   These days, close cooperation between local governments and NPOs amplifies the effect on social farewell. However, to the local government, the legal terms and articles are not complete so far; moreover, the supervision and norms of NPOs need to be systematized. Instead of depending too much on the resources of local government, the NPOs should establish professional organizations, blend local features, expedite culture industry, so as to earn more finances to create new value and make new direction with the idea of sustainable management. They should also establish the mechanism of strategic alliance with other organizations for reserving more operating space for the organizations and boosting them to the service they are committed to.
