    Abstract:   近年來,非營利組織管理的相關議題,受到各界的高度重視,但是有關非營利組織舉辦各式活動的活動管理議題卻為人所忽略。而「特別活動管理」則是西方自1950年代開始發展的管理理論,其將「特別活動」視為管理的「標的」,以實務導向為基礎,具有完整的管理程序,並且在人力資源管理、行銷管理、風險管理等部份有別於一般的管理理論,因而「特別活動管理」成為管理科學的一個專門領域,並逐漸形成一個蓬勃發展的產業,使「特別活動管理」受到國外實務界及學術界的諸多關注。   國內有關「特別活動管理」的研究才剛剛起步,至於非營利組織如何運用「特別活動管理」來整合活動管理程序,以達成活動目標的相關研究,則尚未有人涉及。基於此,本研究選定「非營利組織特別活動管理」為研究主題,以研究者長期投入之童軍運動為研究標的,設定「中國童子軍總會承辦第12次世界羅浮童軍大會」為研究個案,以個案研究為基礎,透過文獻分析、參與觀察及深度訪談來進行資料收集,最後再進行質性分析,進而推演出本研究的結論。   本研究在結論中,除了呼應研究提問,就個案提出詳細的分析說明外,也明確指出我國非營利組織特別活動管理的四個未來發展方向,分別為:本土化的實務驗證與理論建構、釐清職工與志工的角色及權責、建構組織特有的活動操作技術及強化人文素養與團隊建構的能力。除此之外,本研究還針對「中國童子軍總會」、「國內非營利組織」及「後續研究」提出相關建議,期望能對我國「非營利組織特別活動管理」的發展有所助益。
      In recent years, the topics related to nonprofit organization management have attracted much attention of all fields whereas the topic of “event management” has long been neglected. The study on the management of special events started since 1950’s and has developed fully through the years.   This theory regards “special events” as the “objective” of the management and comprises a comprehensive set of management procedures. Being task-oriented, it differs from general management theories in terms of human resource, marketing, risk management and so on which makes it specific in the field of management and turns it by and by to be a booming industry. Nowadays, “special event management” is the center of concerns of both scholars and professionals of this field worldwide.   The study on “special event management” has just begun in Taiwan.   There are still no researches done on how nonprofit organizations put special event management into practice to coordinate the event management procedures to reach the pre-set objective. This is why I have selected special event management for nonprofit organizations as the theme of my study. My study is concentrated on the scout movement to which I have devoted myself for years and “the 12th World Scout Moot” is chosen to be the event example of my case study. Through literature survey, participant observation as well as in-depth interviews, I have collected relative data and come to the conclusion of this research after processing the qualitative analysis of the data collected.   In the conclusion of my research, apart from providing the answers to the questions raised and presenting detailed analysis as well as explanations of the chosen case, it also indicates for the future development of special event management the 4 precise directions in which our nonprofit organization may be going:  They are listed as follows:1. Verify the existing special event management theory through hands-on experiences and then conceive our own local special event management theory2. Clarify the role/responsibility between paid staff and volunteers3. Build up organization-specific event management operation skills4. Strengthen humanities accomplishment and team-building ability   Moreover, in order to help with the development of special event management for nonprofit organizations, this research has made suggestions for the reference of the General Association of Scouts of China and Taiwanese nonprofit organizations as well as for following researches.
