摘要: | 管理大師杜拉克曾宣稱:「未來50年,在全球經濟中屬於領導地位的,將是那些成功的提升知識工作者生產力的國家與企業。」基上,我國於2000年正式推動「知識經濟」方案。在歷經5年的努力,世界銀行發表的「2005全球知識經濟指數(Knowledge Economy Index,KEI)」評比中,台灣獲得8.04分的KEI指數(滿分為10分),在接受評比的128個國家中,名列二十,在亞洲地區,僅次於日本(8.29)及新加坡(8.24),位居第三,足見我國「知識經濟」的推動業獲致輝煌的成果,而此一成效所及,公私部門可說是雨露均沾。 為延續知識經濟與知識管理對我國經濟與企業發展所創造的成果,2001年行政院訂頒「挑戰2008:國家發展重點計畫(2002-2008)」,計畫中明確的揭櫫:「全球的挑戰與課題」、「到綠色矽島之路」、「改革積弊、投資未來」、「務本進取、踏實圓夢」、「經濟效益」、「挑戰目標」等為國家未來發展的願景。而行政院人事行政局為配合前揭計畫之推動,旋於2004年2月2日訂頒「型塑學習型政府行動方案」,以為落實前述計畫之依據。 有鑑於公部門正如火如荼的推動學習型政府方案,在面對社會環境日趨複雜、問題多元化及同業競爭的今日,非營利組織非但不能再鎖國自居,亦不能僅再扮演〝救助提供者〞的單一角色,而是應學習快速因應問題,及如何透過訓練,以培養成員的專業知能與多方視野的能力,俾期能主動、集中去發掘社會需求的主流,方能在競爭激烈與資源有限的環境中爭取到更多的掖注。 管理大師彼得杜拉克(Peter F.Drucker)曾經撰文要企業界向非營利部門學習,但也同時認為非營利組織應該運用各種的管理方法,來有效達成組織宗旨所設定的任務,於是,對政府及企業有強烈依存的非營利組織,更當學習前二者所推動的變革,以期組織的永續發展。 Management expertise Peter F. In 2001, the department of government administration promulgated "Challenge 2008: Essential planning of country development (2000-2008) and planning …….; In the future of several aspiration to Taiwan, which is "Global challenge and issues", "method for green island of Si", "Reforming problems and investing the future", "taking advantages through the basic system and achieving the goal step by step.", "Economy effectiveness", "to challenge the goal" and so on. In 2 of February, 2004, the government makes "set case of learning and acting in executive institutions "to be a basic line for ensuring act directly of the plan. Base on department to set into motion for the organization of learning, social environment complex and work competition. Non- profit organization not only seal organization or to become "supply for helper", but also solves current situation of learning and action and how to training to develop trainer knowledge of professional. Otherwise, with more positive and concentrate learning or acting skills to discover social needs, it would be earn more benefits resource in competitive environment. Management expertise Peter F. Drucker had been written to companies described that not only the companies should consult with the on-profit organization but also pointed out that the non-profit organization should use of /operate diversity of management functions to achieve central of organization mission effectively. Therefore, the non-profit organization which strongly connected with government and companies should take these two advantages to innovate its changeable factors for developing of the organization. |
