Abstract:	2004年歐洲最受人矚目的議題莫過於歐盟東擴。此次東擴行動不僅讓歐洲打破了原來自冷戰時期東西歐的分界，給冷戰後歐洲政治格局帶來新的面貌，更在經濟層面上，歐盟東擴後成為全球最大單一市場。　　　隨著歐盟東擴，全球掀起一股熱潮，讓低迷已久的經濟再度活絡起來，而究竟歐盟東擴會為全球帶來怎樣的經濟效益、亦或是加劇嚴重的貿易不公平問題？本文以經濟面來分析探討，就歐盟東擴分為貿易與投資兩大方向，分別區分為兩種型態來探討，即經濟整合的靜態福利效果：貿易創造效果、貿易移轉效果與投資創造效果、投資移轉效果。　　　本論文研究發現，歐盟東擴後確實產生貿易與投資創造以及移轉效果，而這些都將對我國無論進出口貿易、國際對外直接投資亦或外資直接投資之引入，造成衝擊。在世界經貿日益整合的潮流中，台灣被排除於國際經濟舞台的隱憂相繼浮現；利用國際經貿力量，強化我國在世界經濟舞台上的地位，將是免除台灣被邊緣化的重要目標之一。　　In 2004, the most important event in Europe was the European Union eastward enlargement . Recent EU eastward enlargement did not only successfully brought the peace (the end of cold war period) between Eastern and Western Europe countries, openned new era of Europe politics and society, but it also created the world’s largest single market.　　　As the emergence of EU eastward enlargement, world’s economy will be influenced, including economic growth and international competition. However, some negative impacts of EU eastward enlargement might be found. They occur mainly due to unfair international trade. This study will mainly analyze the important economic impacts of EU eastward enlargement, by trading relations and invesment agreements, including, “trade creation effect, trade divertion effect, investment creation effect and investmeThe study investigated and found out, that after the EU enlargement, all can be observed the trade and investment creation and divertion effects. These phenomenons will negatively influence Taiwan’s export and import, international foreign direct invesment outflow and inflow. In the world globalization trading trend, Taiwan is threatened by being marginalized excluded from international economy arena. The essential issue is how to use taiwan’s economic might and intelligence to prevent taiwan from being marginalized.nt divertion effect”.
