| 摘要: | 社區發展是一種多目標、長遠性、綜合性社會福利事業，旨在透過社會運動方式與教育過程來培養社區意識，啟發社區民眾發揮自動自發、自助及人助精神，貢獻人力、物力、財力，配合政府行政支援、技術指導，以改善社區居民之經濟、社會、文化等環境，提升其生活品質。 台灣目前每個鄉鎮都成立了許多的社區發展協會，有的協會運作的情形非常良好，能根據社區本身特質與條件，結合外部專家的與政府力量，積極從事社區總體營造的工作。那這些成效良好的社區發展協會是如何組成？如何推動社區工作？如何參與社區營造？若能將其組織功能，及其領導者的角色，加以探究，對未來從事社區營造實務推展及推動者，將有當莫大的助益。研究動機:(一)基於社區總體營造的啟發(二)社區營造的歷程增進學習的機會(三)社區發展協會扮演社造的重要性(四)參與社區營造的發展 研究目的:1.探討八德社區發展協會推動社區總體營造的歷程2.分析八德社區發展協會在社區營造過程中的角色與功能3.探討居民社區意識、社區活動參與和社區發展協會滿意度間的影響4.探討八德社區總體營造時，社區發展協會永續經營的動力5.探討八德推動社區總體營造，社區發展協會面臨哪些困境及未來展望6.依據研究結果，提出具體可行的建議，供相關單位及後續研究參考章節安排 第一章研究動機與目的第二章相關理論文獻之探討第三章針對我國社區發展協會現況進行探討第四章國內社區總體營造現況及面臨問題之探討第五章八德社區發展協會參與社區總體營造現況調查第六章八德社區發展協會參與社區總體營造可行性評估第七章綜合以上各章分析結果，提出結論與建議 研究對象:雲林縣斗六市八德社區發展協會研究流程: 1.蒐集文獻2.確定研究的範圍與主題3.擬定問卷調查與訪談大綱4.問卷調查與訪談資料分析5.資料檢核及增補6.研究資料整理,提出結論及建議研究方法:1.文件分析法2.參與觀察法3.問卷調查4.深度訪談社區發展協會參與社區總體營造之具體建議一、對社區居民的建議1.重視組織參與，增進自身福祉2.提昇參與層次，化被動為主動二、對政府主管部門的建議1.辨識民眾需求，建立完善政策2.加強弱勢服務，促進參與機會3.建立參與機制，營造對話舞台4.整合各類組織，健全組織發展三、對社區發展協會的建議1.採取適當策略，宣導組織益處2.著重家庭服務，增進社區意識3.發揮領袖功能，善用各類資源4.有效活動推展，激發民眾參與研究發現一社區意識面相:從社區意識功能的面相可發覺到，社區居民參與社區發展協會的動機依序為︰(一)滿足個人成就感(二)增進人際關係(三)體認透過組織的運作目標較易達成(四)個人情感的移植(五)增進鄰里情感(六)促進團結合作(七)促進參與的動力(八)可提升生活品質(九)凝聚社區的共識(十)增加個人經營效益 社區參與面相:從社區參與功能面相可以得到以下的結論：(一)全體參與可使行動一致性(二)社區關係的和諧在於彼此的相互尊重(三)個人參與社區服務可滿足其成就感(四)建議獲得採納可滿足個人尊榮感(五)政府人員的參與使得社區能自我更肯定(六)政府人員的參與是政令宣導及資訊提供的極佳機會。 社區功能面相:(一)社區發展協會的功能 (二)社區發展協會的角(三)業務功能的重疊性 四社區發展面相:(一)未來的展望(二)組織的強化及功能豐富化(三)對政府協助的期望(四)社區發展協會的定位 (五)社區資源的整合與運用 研究建議一、建立正確社區發展觀念以凝聚社區意識二、加強社區人力培訓以協助社區工作推展三、專業輔導人力的進駐以貫徹社區工作執行 四、妥善結合社區資源以永續發展社區五、將社區發展協會納入村里的組織團體六、強化社區自籌財源能力以減輕政府財政負擔 七、落實學校社區化以提昇社區素質八、建構完善的福利化社區以照顧弱勢 研究限制及對後續研究建議一、在研究樣本的限制與建議二、在研究方法的限制與建議三、在研究工具的限制與建議四、在研究變項的限制與建議
