摘要:	教育是國家發展之根本，也是現代社會流動的主要動力。非洲某些國家因教育的落後，至今仍淪為落後國家及愛滋病的溫床；而芬蘭在大力投注教育發展後，卻躍升為世界競爭力最強的國家之一。　　我國在教育普及與強化基礎建設中，曾躍升為亞洲四小龍之首。因教育普及，提升了國人知識水準、強化了生活與工作能力，也為國家建構了強大的經濟實力，更為「知識經濟」時代建立了發展的基石。教育成為我國脫離貧窮的利器，也是我國邁向國際社會的動能，讓台灣的科技及慈善事業，在國際社中有著突出的表現及定位。　　但在我國進步、發展的社會中，也存在著必須受到特別照顧的「弱勢族群」，雖國內的眾多非營利事業機構也不斷的加以協助，而如何提升弱勢族群學生的學習成效及就業發展，才是最有效的協助。尤其在數位發展的時代中，若「數位落差」及「語文落差」的擴大無法有要改善，將促使本就處於弱勢的族群更加的弱化與淪落，正常的社會流動機能將受阻，而過度的貧富差距也將造成社會的不安。所以政府、企業及第三部門必須在協同的做好社會資源分配，並針對弱勢族群給於更多關懷與協助，才能促使社會穩定發展，也讓本著「利他精神」的NPO機構，能有更大的空間來發揮其功能，尤其是在協助弱勢族群的數位及語文學習的成效上。　　Education is the foundation of national development and the key motivator of modern social mobility. Some African countries still degenerate into the backwardness nations and AIDS hothouses because of the education backwardness. Finland, however, jumps into one of the world strongest countries having the most competitive ability, after vigorously concentrating on the education development. 　　In the education popularization and infrastructure strengthening, our country has ever become the head of Asian four dragons. The education popularization promotes people’s knowledge level, and strengthens live and working ability. It also constructs a powerful economic potentiality of a country and becomes a development fundamental of the “knowledge economy” era. Education holds the edge to drive our country away from poverty, the power to step toward into the international society, and makes the technology and charity of Taiwan have the prominent performance and position in the international society.　　　In our advanced and developed society, although most of the non-profit organizations continuously lend the helping hands, there are still “minorities” existing and needed to have special cares. The most effective assistant is how to improve the learning effectiveness and job development of minority students. Especially in the digital development era, the divides are unable to improve if the “digital divide” and “language divide” keep expanding. This will make minorities become more weaken and backward. The normal social mechanism will be hampered and the excessive poverty and rich disparity will create a restless society. Therefore, the government, enterprises and the third department must cooperate to complete the society resource distribution, and for having a stable development society, they need to show more caring and support to minorities. Also, let the non-profit organizations with the “altruistic spirit” have a bigger space to function, especially in helping minorities on the digital and language learning effectiveness.
