| 摘要: | 地方文化館是以社區為資源，鄉鎮為腹地，藉著暨有建物，結合當地的人文特色並以創意經營為目標的文化設施。文建會自2002年開始推動地方文化館計畫以後，地方文化館已經成為全國最重要的文化設施政策之一。本文以台中縣地方文化館的執行案例探討縣市政府執行地方文化館計畫的相關策略。第一章就研究背景、研究問題、研究範圍與限制、研究方法、名詞釋義及相關文獻作說明；第二章探討「社區總體營造政策」、「充實地方文化設施計畫」、「文化產業政策」及「地方節慶活動」等四大文化政策與地方文化館的發展關係；第三章則闡述縣市政府在執行地方文化館計畫的過程；第四章介紹台中縣地方文化館的類型及申請補助概況；第五章研究台中縣各館在「結合社區資源」、「充實展演設施」、「推動文化產業」及「辦理小型節慶」各方面的達成率；第六章則提出本文的結論與建議。 本文研究結論為：1.地方文化館的確成功結合社區資源，成為社區總體營造的一環；2.延續暨往的文化設施政策，地方文化館持續提升館舍的設備功能，也適度修繕了館舍的缺失；3.執行文化產業政策的成果則不如預期，未來仍須努力；4.台中縣由於有蓬勃發展的地方節慶，與地方文化館結合後形成明顯的文化特色。 根據本文研究成果認為，地方文化館是一項重要的政策，而且與其他文化政策均有密切關係。希望本文能有提供主管機關（文建會）、輔導機關（縣市政府）、執行機關（各地館舍）一些回顧與檢視的機會。
The local cultural museum are the cultural facilities which take the community as the resources, be the cultural centers of the local villages and towns, use the buildings already exist, combine the varied cultural characteristics, and take the creativity management as the goal. After the council for cultural affairs pushed the local cultural museum program from 2002, it already becomes one of most important cultural facilities policies of nation. The treatise will research on the government cultural affair bureau excites strategy of the local cultural museum program by the case of Taichung County. The content of chapter one contains the treatise theme's background, the research problem, the range of research and restriction, the method, the explanation of keyword and documents. The content of chapter two will be research the relationships of development of the local cultural museum and four cultural policies such as 'community infrastructure establishment', 'cultural exhibition and performance facilities', 'the cultural industries', and 'cultural and art festival'. The content of chapter three is the process of city government excites the local cultural museum program. The content of chapter four expounds the different kinds of local cultural museum of Taichung County, and the condition of the museums subsidized. The content of Chapter five will explain the proportion, which the museums of Taichung County attain about those four cultural policies. The content of last chapter is the conclusion and suggestion. The conclusions of the treatise are: 1. the local cultural museum really succeeds to combine the community resource, and become the part of ‘community infrastructure establishment’. 2. The old cultural facilities policy had continued and gone toward. The program of local cultural museum updates the function of the building appropriately. 3. The result that local cultural museum push cultural industry policy isn’t very good. So the work will must work hard in the future. 4. Because Taichung County has wonderful festivals, the cultural characteristics become obvious after local cultural museum combine those. According to this conclusion, the local cultural museum is an important policy. It keeps very close relationship with others cultural policy. Hoping the research result can be providing some suggestion to these organizations that taking charge policy (Council of Cultural Affairs), aid policy (city government), and excite the policy (the local cultural museum). |
