    摘要:   在數位資訊時代,資訊科技已經成為提高效率與效能的必備工具,對非營利組織來說,資訊科技不但是一種機會,也是一種挑戰。十五年前,崔媽媽基金會租屋服務中心的義工,每天固定瀏覽分別記載一百多筆房客及卅幾筆房東資料的本子,義工憑著記憶,拿起電話媒合,因此服務效能有限;而現今,該基金會隨資訊化的快速發展,及強調有保障的租屋與搬家服務,因此在租屋市場占有率逐年攀升,得以提供更多元的服務以保障弱勢者的權益。   在公益資源有限而競爭十分激烈的非營利組織領域中,如何所短資溝的差距,適度運用資訊化策略以加強組織競爭力,減少人力配置,提升服務效能與競爭優勢,成為本研究最主要的探討目的,鑑此,本研究挑選我國NPO界資訊化程度相當成功的「喜瑪拉雅研究發展基金會」作為個案研究主題,探討該組織如何利用Intranet 的架構,整合各種作業流程,建置一個內部完整的辦公室自動化系統,進行各項管理,並深入剖析該組織成功推行E化策略的因素,另參據學者專家的意見,期能提供具體可行之E化建議。   本研究發現有以下幾點:一、「資訊化」可以有效地協助非營利組織扁平化,達到良好的內部溝通品質。二、透過「資訊化」可以有效地累積活動經驗、資源、意見,協助所有的志工專業化的養成與經驗傳遞。三、組織領導人必須有嶄新的思維,帶頭推行資訊化以提昇單位競爭力,並注重專業人力的培養。四、組織結構必須與時俱進,適度採行資訊化策略。五、組織應揚棄傳統包袱,敞開心胸、廣納百川,加速與科技、資源結合的腳步。
      In the age of information, information technology has been an essential tool for increasing efficiency and efficacy. For non-profit organizations, information technology is not only an opportunity, but also a challenge. Fifteen years ago, each day the volunteering workers of Tsuei Ma Ma Foundation for Housing and Community Service browsed the pamphlets recording over one hundred tenants and thirty landlords. Based on their memories, those volunteering workers used telephone to do the matching jobs, and thus limited the efficiency of service. Today, adapting to the fast growth of information age, and emphasizing the guaranteed service of leasing and moving, Tsuei Ma Ma Foundation has increasingly occupied a bigger part of house-leasing market.   In the competitive field of non-profit organization, with limited public-welfare resources, shortening capital gap, utilizing informationalized strategy to strengthen organizational competitiveness, cutting down allocation of manpower, and promoting service efficacy and competitive advantage are the major objectives of this study. Hence, a highly informationalized NPO in Taiwan, the “Himalaya Foundation” has been selected as the case study. How the foundation using the framework of intranet to integrate operational processes and establishing an internal office automatic system to carry out management is explored. The factors of successfully electronized strategy in the organization are deeply analyzed and opinions from professionals are taken into account in order to provide concrete and feasible recommendations for electronization.   Several findings are identified: 1. “Informationalization” can effectively help flat the NPO, and achieve a good quality of internal communication. 2. Experiences, resources, and opinions can be effectively accumulated through informationalization, and thus help professionalize volunteering workers and pass on the experience. 3. Leaders of organizations must have completely-new thinking. They should lead the execution of informationalization in order to promote organizational competitiveness and emphasize on the cultivation of professional manpower. 4. Organizational structure must catch up with the pace of information and adopt informationalized strategy. 5. Organizations should abandon traditional burden, open their minds to accept all kinds of opinions, and facilitate the integration of technology and resource.
