    Abstract:   國軍民事服務工作承擔國軍軍隊社會工作的責任,在陳水扁總統、一再強調「部隊安全、軍人安家、軍眷安心」的「三安政策」,是今後國防重點的同時;執行官兵急難救助、慰問、眷村服務及軍中宣傳影片攝製等福利服務經費,卻反而因國防預算的排擠效應,成為刪減的對象,因此國軍為了兼顧政策與資源分配,實有必要考量運用社會資源,來彌補國軍無法滿足官兵、眷屬提出多樣性需求的結果。而國軍為滿足此一需求,特成立「民事服務處」專司官兵與眷屬福利,以及諸般民事事務工作。而國軍此加惠社會與官兵雙贏的理念以及民事服務處的成立,其用意乃在於:在公私部門協力資源整合理念之下,藉由深厚互動信任基礎,透過權力分享、協力途徑、共同建立管理的夥伴共治關係,結合民間資源,提昇民眾對軍事事務的支持,形成具備信賴合作及長期互動的協力機制,進而增進國軍整體形象,創造一個優質的服役環境。     透過本研究,分析未來該如何調整與營造國軍民事服務工作與第三部門的水平互補協力關係,使福利服務、文化宣教、官兵權益保障、心理衛生等工作,得以真正發揮其功能,並確保官兵福利與維繫、整合民間力量。此外,在本研究中,也強調國軍民事服務工作部門與非政府組織間,如何建立有利雙邊的合作規範,如何使民事服務工作更能掌握社會脈動,針對官兵需要與民間觀感,導向更為專業化走向的發展前景等議題。
      The civil service of military is responsible for executing social works in armed forces. President Chen, Shui-Bian has repeatedly emphasized that the “Three-Assurance Policy”: “keeping safety of armed forces, making soldiers better able to take care their families, and making soldiers-dependents comfort”, is the priority of national defense. However, the welfare budget for performing emergency relief for servicemen, consoling, military village service, and making military propaganda film has been cut due to the crowding-out effect of defense budget. Therefore, in order to consider both policy and resource allocation, the Ministry of National Defense has to utilize social resources to offset MND’s inability for satisfying the demands required by servicemen and their dependents. To satisfy the demand, MND established “Civil Service Division” in charge of taking care of servicemen and their dependents’ welfare, and dealing with all kinds of civil affairs. The win-win ideology for society and servicemen, and the establishment of Civil Service Division, under concept of integrating resource for public-private partnership, and through the foundation of mutual trust and power sharing, aims to build up partnership of management, to integrate civil resources, and to promote public support of military affairs. It is hoped that the mechanism of partnership with long-term interaction and trust can be formed so the whole image of military can be improved and thus create a high-quality service environment.    Through this study, how to adjust and create the horizontal complementary partnership between military civil service and the third sector is analyzed. The welfare service, culture and propaganda, protection of soldiers’ right, and psychological health can thus be fulfilled. Also, maintaining soldiers’ welfare, and integrating civil power can be assured. Furthermore, this paper also emphasizes that how to build a mutual-benefited cooperation paradigm between civil service department of military and the Non-Governmental Organizations. The purpose of this study intends to make civil service works better catch up with the social pulse, and to improve servicemen’s needs and military impression; thus can lead to discuss the issues of more professional development and prospect.
