Abstract: | 本研究選取基督長老教會嘉義中會所屬六所教會的牧師、長執與會友共18名為訪談對象,以非營利組織策略管理的角度,針對他們所從事的社區關懷服務,探討其影響因素及成效評估。主要發現有下列五項︰一、六位牧師一致認為神學院校的教育與訓練,使他們確信傳福音與做社區福利服務是牧師的天職。他們也都能帶領會友相互關懷、彼此相愛,並強調教會是社區的一份子,也應該對社區中弱勢者付出照顧。二、六所教會的社區關懷服務係針對不同社區需要而展開,活潑、有趣,且多元。這些事工是一個接一個的在社區裡展開,不僅改善社區居民的生活品質,更讓教會無論質與量均有健康的成長。這些關懷服務重視兒童、青少年、青年生命的栽培,激發老年人的生命價值,也有針對外配、受刑人,甚至海外宣教。三、早期偏鄉教會人力、財力有限,辦理活動須尋求外面力量的幫助,但參加營隊的小孩後來被培育為核心同工,有能力服務自己家鄉並支援其他教會。財務資源的取得對六所教會而言,並不造成困擾,因為會友奉獻總能源源不斷的供給。四、六所教會都能感受社區對教會的友善認同,且會友同心齊力,人數就自然成長,顯現教會健康的成果。五、教會推動社區關懷服務必須有規劃策略,六所教會的關懷服務是奠基於信仰根基,無論在組織、人力、財務、方案創新等面向,都顯現策略管理的成效;然而要能永續經營有賴透過門徒訓練,凝聚會友的向心力。 基於上述發現,本研究對臺灣基督長老教會地方教會、中會以及總會提出多項建議,供發展社區關懷服務的參考。 This study analyzes the affecting factors and evaluates the outcomes of church community care services from the perspectives of nonprofit organization strategic management. For the purpose, totally 18 persons including a pastor, a deacon and a church member in six churches of Chiayi Mission Center, Presbyterian Church in Taiwan were interviewed. Five major findings of the study are as following: 1. All six pastors appreciate the educational training that they received in mythological institutions effect them to follow the mission of gospel ministry and care service. Additionally, they are able to teach church members to love each other and also disadvantaged local residents because the church is a part of the community.2. All churches can plan various interesting programs that meet the needs of distinct communities to improve the life quality of local residents and the healthy growth of church members. These programs are developed one by one consecutively, covering care services for children, youth, elderly, foreign spouses, imprisoned, and even mission abroad.3. At the early stages of care services, rural churches lacked both human and financial resources that they need outside support. However, after the children were trained by summer camps to be the core coworkers, they are able to run their own programs and support other churches. Meanwhile, the financial resources were never a major obstacle for all six churches because church members would provide financial support continuously.4. All six churches appreciate the friendly recognition of local residents, while church members are cohered that lead to the health development of churches.5. All community care services of six churches are well based on faith that successful outcomes of strategic management on the aspects of organition, human and financial resources and program innovation are appered. However, church members should be educated to keep coherence among themselves for sustainable operation. Based on these findings, various suggestions for local churches, regional mission centers and general assembly office of Presbyterian Church in Taiwan are provided for the references in developing church community care services. |
