摘要:	本研究主要探討包府社區發展協會推動社區總體營造的歷程，社區之參與學習情形及社區永續經營之動力，並探究社區發展的困境與展望。本研究採個案研究進入研究場域，以包府社區發展協會為研究對象，藉由深度訪談、文件分析和觀察記錄做為研究之方法。　　研究發現希望商圈發展的社區居民籌組了包府社區發展協會，經由領導人的創意與會員的努力，「包府漢樂團」打響了社區知名度，也行銷了社區；透過街景的打造與包府千歲宮的重整，奠定了社區營造的基礎；社區居民藉著參與學習，不僅提升了自我能力，也凝聚了社區意識；社區幹部的能力、在地資源的經營及社區營造獲得的佳績，是促進社區永續經營的動力。然而在地社造人才的斷層，參與年齡層偏高都是包府社區發展的隱憂；展望未來如何積極培育在地社造人才，怎樣鼓勵有熱誠的、年輕的居民參與社區是解決包府社區發展困境的當務之急。　　根據研究結果提出以下具體建議，作為包府社區、公部門及後續研究者之參考:一、積極培養在地社造人才，解決社區發展瓶頸。二、透過組織成員吸收新會員加入。三、加強公部門與社區之間的溝通。四、結合觀光資源，引進觀光客，帶動社區發展。五、檢討社區特色文化產業挫折原因後再出發。六、推動總體營造的歷程和成果，應做好知識管理與傳承。　　The purpose of this research is to discuss the process that Baofu Community Development Association promotes the community empowerment , the status of participating in learning at the community, and the power of continuous operation for the community, and to investigate the difficulties and prospects of its development. Taking Baofu Community Development Association as the object, this research adopts the qualitative one to enter the study territory. Depth Interview, document analysis,and record observations are the research methods.　　The research shows that the residents who desire the development of the marketplace organize Baofu Community Development Association. With the leader’s creativity and members’ efforts, Baofu Chinese Orchestra raises the reputation and marketing of the community. By the establishment of the street views and the renovation of “Baofu Temple”, the base of the community construction is formed. By participating in learning, the residents not only develop their abilities but also aggregate the consciousness of community. The cadre’s capabilities, the management of local resources and the success gained by the community construction are the momentum to the continuous operation for the community. However, the shortage and gaps of the local talented and the participants whose ages tend to be high are implied worries of community development. How to cultivate the local talented actively and how to encourage younger residents to participate are two priorities to be taken so as to solve the difficulties of community development.　　According to the results of the research, the following suggestions are for Baofu Community, public sectors and subsequent researchers.1. Cultivating the local talented actively in order to solve the difficulties of community development.2. Absorbing new members by organization of members.3. Improving the communication between public sectors and community.4. Combining the tourist resources to attract tourists and develop the community.5. Reviewing the reasons that caused frustration of featured cultural industries. 6. Managing the knowledge properly and passing it on before promoting the process and outcomes of community construction.
