2001年實行週休二日之後,帶動國人休閒娛樂風潮,加上2008年政府開放中國大陸來臺觀光,旅客逐年增加,旅館住宿率大幅提升,間接也促進汽車旅館業商機;旅客除了住宿觀光旅館、一般旅館之外,汽車旅館也成為另一選擇。國內、外汽車旅館均曾發生火災案例,造成旅客重大傷亡及財物損失,因此,提供一個安全住宿環境空間是業者的企業責任,業者必須重視消防安全,建構堅實的火災安全防護網,確保旅客歡喜入住,平安離開。 政府機關推動防火管理制度已經實施多年,汽車旅館是否達到一定成效?本研究以嘉義市汽車旅館為對象,採營業現況調查研究法及半結構式深入訪談法對業者、政府管理者、專家學者等進行訪談,並透過相關潛在危害風險、特性及防護措施分析,探討目前汽車旅館防火管理現況,就規劃、執行、法律、及教育訓練等層面提出研究結論及建議,供防火管理之參考。 Two days off per week which is implemented since 2001, led to a wave of recreation. Furthermore, in 2008, that the government approved the tourists from China to visit Taiwan caused the addition of tourists year after year. The rate of hotel occupancy also greatly enhanced, which promotes the business opportunity of the hotel industry. Besides any kinds of hotels, motels have become another choice. Whether the domestic motels or the overseas one had fire cases which resulted in heavy injuries and property damage of passengers before. Therefore, it is the industries’ corporate responsibility to provide a safe environment for lodging space. Industries must pay attention to fire safety and construct a solid fire safety net to ensure that passengers can enter with happiness and leave with safety. The government agencies have promoted fire management for many years. Do the motels achieve the effect? In this study, the motels in Chiayi City are taken as the research objects, and the industries, government administrators and experts are deeply interviewed by survey method of current business status and semi-structure interview. The current status of fire prevention and fire management of motels are investigated through the analysis of the related potential risk, characteristics and protective measures. The research conclusions and proposals are submitted from the aspects of planning, executing, legal and education training as the reference of fire management.
