| 摘要: | 沒有任何事比生命重要，緊急救護是一場與時間的賽跑，跟上天搶時間，搶救民眾的生命安全。消防法第一條即明文規定，將緊急救護與預防火災、災害搶救並列為現代消防三大任務，而緊急醫療救護法亦規定，直轄市及縣（市）政府應於當地消防機構設置救護隊，並充實專職救護人力，負責緊急傷病救護業務，為我國緊急救護建立起制度架構與法律規範。然而，隨著救護出勤量年年增加，救護資源被濫用的情況也日漸嚴重；與此同時，救護人力普遍未能得到適當補充，多數縣市均未廣設專責救護隊，且救護技術員又需兼任消防人員，工作負擔相當沈重。為了確實維護民眾之生命安全與健康，政府不應忽視我國緊急救護體系亟待改革之需求。 搶救每一條寶貴生命是緊急救護的目的，也是救護技術員的天職與使命。經由研究比較英國與台灣緊急救護體系之異同以及所面對的問題，我們呼籲政府有關單位在目前救護人力不足情況下，盡速補足應有的人力，進而滿足民眾對於緊急救護服務的需求。此外，希望借鏡英國在救護體制、救護技術員培訓、以及救護員教育上的經驗，達到提昇我國緊急救護能力的目標，讓救護技術員在救護勤務上得以專注專業，更加有效率地保護人民生命安全。本文期望提升國人對於緊急救護相關知識的認識與重視，同時也希望藉此提供政府有關單位未來規劃或制定相關政策時的參考依據。
There is nothing more important than life, emergency care is a race against time to keep up with d race against time to rescue the lives of the people, Fire Services Act , the first that is expressly provided the emergency ambulance and fire prevention, disaster rescue tied for the three major tasks of modern fire; ＂emergency medical Act＂ promulgated also require municipalities and county (city) government shall establish a rescue team to the local fire department, ambulance and enrich professional human, responsible for the injury emergency ambulance services, in order to safeguard the safety and health of the people. Emergency aid for China to establish institutional framework and legal norms. however With the aid amount of attendance increasing every year, the situation ambulance abuse of resources has become more serious; at the same time, universal human rescue not been properly added, most counties were not widely provided dedicated rescue team and ambulance technicians and the need for part-time fire staff workload is quite heavy. In order to reliably maintain the safety and health of the people, the government should not lose sight of the emergency ambulance system needs urgent reform. Each life is precious rescue emergency medical purposes, but also ambulance technician vocation and mission. Compare similarities and differences of the emergency care system as well as the United Kingdom and Taiwan issues faced by research, we call on the relevant government agencies in the current manpower shortage situation under ambulance as soon as possible should make up the human, and thus satisfy the public demand for emergency ambulance service. In addition, they hope to learn from the British experience in the ambulance system, ambulance technician training, as well as ambulance education, to enhance our emergency rescue capability goals, so that ambulance technician in the ambulance service to focus on professional, more efficient way to protect people's lives and safety. In this paper, the desired lift people for emergency care related knowledge awareness and attention, but also want to provide information on future plans or government agencies to develop policies when reference. |
