本文以進入社區居住的身障者自立生活為探究，因為這些年來身障者國際人權公約不斷倡議，社會模式思維下，鼓勵身障者從生活角度爭取自身的社會公民權實踐力量，自立生活口號「自己決定、自己選擇、自己負責」，目前以自立生活中心為中介服務單位，身障者透過中心評估需求後，申請個人助理服務方式，希望全省響應推動，然而沒料到仍然有太多的阻礙。本文以在社區居住已自立生活的身障者為主，用他們的經驗來省視和反思，身障者的自立生活議題，試試是否有助於自立生活的做法及推動的透明點。障礙者不論先天性或後天性原因，不論障礙類別，都需要自立生活，那是一種學習，一種勇氣，一種新出發力量。自立生活定義不是完全不靠他人協助，可以自己獨立生活，而是學習從自身角度出發，不再光是依賴、同情、憐憫，學習看見自己的能力，發揮自己的極限，也是對人生生命的反思，從被人安排、聽從安排，轉為自己決定、自己選擇、自己負責的做法，進一步享有社會生活的權利。權力是觀點，必須透過執行做出來，自立生活是其中一種社會生活表現。 This paper explores the independent living of the physically challenged living in communities. The Convention on the Rights of Persons with Disabilities has been advocated and encouraged the physically challenged to fight for their own civil rights and power of practice from the viewpoint of life in recent year as the slogan goes, ＂my own decision, my own choices and my own responsibilities.＂ Currently, The Center for Independent Living serves as an intermediary agency to assist the physically challenged to apply for personal assistants services after the assessment of the Center. It was hoped that people respond to and promote the program. However, unexpectedly, there are still too many obstacles. Focusing on the physically challenged who have been living independently in the communities, this paper uses their experiences to call upon and reflect the independent living issues of the physically challenged, and sees if this helps the promotion of independent living. Regardless of congenital or acquired and regardless of the type of disability, the disabled need to live independently. it is a form of learning, courage and power to start anew. The definition of independent living is not living independently without any assistance of others. Instead, it is to learn from one's point of view, see one's own ability, challenge one's own limits rather than live only with dependence, sympathy and pity. It is also reflection on life, and a change from being arranged and obedient to arrangement to making one's own decisions and choices and being responsible for oneself, and further enjoying the rights of social life. Power is a perspective. It must be realized by execution. Independent life is one of the expressions of social life.
